Minimum Qualifications

  • Bachelor's Degree from an accredited college or university.
  • Permanent status and three (3) years of highly responsible administrative and professional work at pay grade 90 or higher with experience in the areas of policy recommendations, organizational development, formulation of documents such as annual operating and capital budgets, contracts, special projects for carrying out specialized responsibilities of governmental entities, and planning, performing, or supervising activities as prescribed by statutes or similar governing authorities.

  • Bachelor's Degree from an accredited college or university.
  • At least five (5) years of highly responsible administrative and professional work with experience in the areas of policy recommendations, organizational development, formulation of documents such as annual operating and capital budgets, contracts, special projects for carrying out specialized responsibilities of governmental or private entities, and planning, performing, or supervising activities as prescribed by statutes or similar governing authorities. At least three (3) years of this experience must have been in a municipal government.
  • Note : This experience must have been gained in a job with duties and responsibilities equivalent to work with the City of New Orleans at pay grade 90 or higher. Credit will be given for work experience in the following areas :

    Capital Budget - Includes developing project specifications, costing and time tables, approving capital budget proposals, monitoring capital budgets and assessing status of capital budgets or projects.

    Operational Budget - Includes developing reports, determining priorities in order to appropriately distribute funds, understanding departmental work flow systems in order to evaluate and approve operational budgets as well as monitoring and assessing the status of operational budgets.

    Operations Management - Includes developing, implementing, monitoring, and reporting on internal control systems, budgeting systems, initiating productivity studies, initiating cost benefit analysis, and ensuring external funding compliance as well as contract review and compliance. Includes forecasting, developing, implementing, monitoring, and reporting related to the collection and / or use of revenues or funds.

    Special Projects - Includes responsibility for planning, developing implementing, and monitoring special projects or non-routine assignments carried out personally or as a team effort.

    Personnel Administration - Includes work performed as a personnel manager; specific types of work include, but are not limited to general personnel administration, personnel policy development and implementation, employee benefits development and implementation, as well as EEOC reporting and case preparation.

    Negotiation and Conferences - Includes moderating activities and decisions serving as liaison or facilitator, designing and presenting compromises in order to reconcile divergent positions and parties. Arranging for exchange of information for problem-solving, planning, or implementing solutions.

    Departmental Service and Resource - Includes general monitoring and assessment of assigned departments for effective management and providing needed administrative and technical assistance; serving as a resource person by providing information, guidance, and coordination for problem solving and planning.

    All applicants who meet minimum qualification requirements will be required to complete a special work history form for this examination using the format provided. The special work history form must be returned to Civil Service along with official college transcripts or original college diploma by the date provided on the special work history form.

    A rating of training and experience, weighted 100%. All related previous experience will be considered for qualification purposes; however, credit on the rating of training and experience will only be given for related experience gained within the last ten (10) years.

    SUBSTANCE ABUSE TESTING : The City of New Orleans has a comprehensive program of substance abuse testing. Candidates for employment for certain positions where the health, welfare and / or safety of the public, co-workers and the individual employee is at risk will have to undergo pre-employment substance abuse screening. Candidates for all other original entrance positions will have to undergo an unannounced substance abuse screening during their working test period.     A MEDICAL EXAMINATION is required for all original entrance probationary appointments to ACTIVE classifications, and may be required for re-employment, promotions and / or transfers.

    GOOD MORAL CHARACTER is required of all applicants. Any applicant may be disqualified if his / her character or past employment record is found to be unsatisfactory as determined by the Department of City Civil Service.     VETERANS PREFERENCE : On original entrance examinations, veterans (as defined in Article X, Section 10(2) of the Constitution of the State of Louisiana), disabled veterans, certain spouses and parents of veterans shall receive additional credit if claimed as provided on the Veterans Preference claim form which can be obtained in this office.     HIGH SCHOOL DIPLOMA AND GENERAL EQUIVALENCY DIPLOMA (GED) : must be issued by a state Department of Education or an institution recognized by a state Department of Education. Certificates of completion, high school diplomas and GED from institutions not recognized by a state Department of Education are not acceptable. High School diplomas from foreign countries will be accepted if the applicant submits a statement of educational equivalency from one of the evaluation services accepted by the Department of Civil Service.
