Minimum Qualifications :

  • A bachelor's degree from an accredited college or university.
  • 3 years of professional managerial experience. Professional managerial work experience can substitute for the education requirement on a year-by-year basis.
  • Ability to work weekends, holidays and extended hours, as needed, with short notice

Preferences :

  • Experience in law enforcement and / or criminal law.
  • Experience in elections.

    Duties and Responsibilities :

  • Developing, coordinating, and disseminating policies & procedures for OECS and coordinating updates as needed.
  • Maintaining and monitoring requirements related to policy and procedure in OECS to ensure compliance.
  • Assisting with the development of process workflows and providing recommendations on improvements as needed.
  • Providing specific oversight and coordination over the OECS case management system and processes.
  • Establishing and maintaining project timelines for assigned OECS projects and conducting activities to ensure major project milestones are completed on time.
  • Serving on various committees and attending meetings for OECS within the Department of State as well as externally, fostering positive relationships and stakeholder engagement.
  • Assisting with developing and implementing goals and objectives relevant to OECS.
  • Preparing required reports and ensuring information is complete and accurate.
  • Coordinating and tracking all personnel needs for onboarding new hires for OECS, including any required trainings and certifications.
  • Ensuring that all OECS staff remains in compliance with all required trainings and certifications.
  • Overseeing and collaborating on the development and dissemination of policies, procedures, training materials, onboarding materials, and other operational resources.
  • Planning, managing, and coordinating daily business operations for OECS.
  • Gathering all OECS documents responsive to public records requests, redacting confidential and exempt information from such requests, and coordinating with the Department of State's public records custodian to ensure prompt fulfillment of such requests.
  • Gathering OECS documents that may be relevant for litigation purposes, if instructed to do so by the Director or the Department's General Counsel's Office.
  • Managing, directing, and overseeing the operational activities of OECS, which include but are not limited to the following : purchasing, procurement, budget tracking, and human resource actions.
  • Evaluating operational performance and case management metrics to consult, direct, and empower staff with resources, training, and goals to improve efficiency and productivity.
  • Serving as the Department of State's Interagency Fusion Liaison with the Florida Fusion Center.
  • Overseeing collaborative projects and case management activities to ensure continued process improvement, department growth, quality control, and appropriate collective action on Elections Fraud Complaints, preliminary investigations, referrals, and intelligence received by OECS.
  • Assisting with the overall administrative and clerical functions of the Office of Election Crimes and Security. This may include, but is not limited to, preparing, composing, routing, and tracking correspondence; answering and returning phone calls; filling out administrative paperwork; preparing reports; processing invoices; ordering office supplies; and adding documents and case statuses to OECS's electronic case file management database.
  • Performing other related duties and / or special projects as assigned by the Director.

  • Ability to maintain effective working relationships with co-workers and ability to work independently.
  • Ability to effectively manage time and prioritize workload issues.
  • Ability to write professionally using proper spelling, grammar, and punctuation.
  • Possesses strong organizational skills and attention to detail.
  • Proficient in Microsoft Office Suite (Word, Excel, PowerPoint, and Outlook).
  • Knowledge of Florida's laws on elections, public records, and personnel.
  • Skilled in utilizing computers, printers, scanners, and photocopier machines.
  • Ability to professionally and effectively communicate, both verbally and in writing, with other Department staff, management, members of the public, and officials at all levels.
  • Ability to operate the telephone system and respond to calls promptly and professionally.
  • Ability to prepare correspondence and reports.
  • Knowledge of office procedures and practices.
  • Ability to maintain an orderly office environment.
  • Ability to develop and maintain positive and productive working relationships with others.
  • Ability to exercise discretion and confidentiality.
