Job Duties / Responsibilities :
- Management and supervision of payroll staff, including interviewing, hiring, firing, disciplining, scheduling, and performance evaluations
- Review all Payroll disbursements
- Monitor and evaluate Workers’ Compensation payments / reimbursements as well as Unemployment claims
- Analyze, review and evaluate labor / collective bargaining agreements (CBAs) and assist in the process of proposal preparation and ensure implementation of all financial terms and agreements
- Ensure compliance with financial aspects of CBAs which includes calculation and remittance of all union benefit costs on weekly / monthly basis (as required, per CBA)
- Liaison with ADP to effectively and accurately track data, and process payroll.
- Assist HR (and other departments) with payroll-related inquiries and analyses.
- Provide documentation / calculations to outside Legal Counsel in labor / pay-related matters.
- Represent Riverbay in all audits related to payroll (each of the unions, related tax matters, State related tax matters and Workers’ Compensation matter), pensions and 401K
- Provide necessary support for annual audit by outside CPA firm.
- Work with NYS Insurance Fund and Risk Management Department on issues related to employees’ Workers’ Compensation matters – including forms C2, C11 and C107. Process claims, refunds, proper filing of claims and seeking reimbursements.
- Monitor employee absences on weekly basis, and prepare reports for upper management – tracking time out for disability, FMLA, Workers’ Compensation, etc. Calculate / prorate Paid Time Off (PTO) benefits.
- Analyze the payroll and accounting operation, and make recommendations to implement improvements in procedures and technology; execute implementation of recommended improvements
- Other duties and assignments, as required
Work experience requirements :
Minimum of 7 years’ supervisory experience in a fast-paced Payroll environmentKnowledge and demonstrated proficiency in Payroll compliance (e.g. tax withholding tax regulations for multiple states, tax filings, wage and hour laws, Workers Compensation, Paid Family Leave and FMLA), etc..Experience and demonstrated proficiency in processing payroll and benefits for employees covered under Collective Bargaining Agreements.Proficiency with payroll and enterprise systems (ADP-Enterprise, WorkForce, etc.-preferred)Extensive knowledge and experience in theory, principles and practices of accountingProficiency with Microsoft Office programs, advanced proficiency in ExcelStrong analytical skillsEducation Requirements :
Bachelor’s degree, with major course work in accounting.Certified Payroll Professional, a plusTesting :
Drug screening, as permitted by, and consistent with, applicable law upon hiringPhysical Requirements :
Persons performing service in this position classification may routinely exert up to 25 pounds of force to lift, carry, push, pull, or otherwise move objects. This type of work will involve regular walking or standing for extended periods of time. It may involve stooping or bending. Handling and working with various materials and objects are important aspects of this job
