Position Overview
Our team is currently looking for a Project Engineer Manager for a client in the LNG industry. The Project Engineer Manager reports to the Staff Engineer, Projects. This position is responsible for developing and executing the assigned portfolio of projects to support continuous improvements in safety, reliability, facility optimization and other values (e.g., production, risk reduction, environmental improvements, etc.) at the liquefaction facility. Projects will be managed and executed under Company Corporate and site-specific project development and execution processes. The engineer is responsible for the safe and efficient development and execution of capital and expense projects at the facility. Projects will be delivered to maintain the company's core values : teamwork, respect, accountability, integrity, nimble and safety.
Responsibilities and Essential Duties
- Manage a portfolio of capital projects and provide input into the 5-year CAPEX plan for the site.
- Manage all phases of project development and execution with emphasis on safety and performance specifications.
- Support all phases of the project and lead the coordination of work including safety, process design, front end engineering and design, detailed design, procurement, cost control, schedules, quality, construction planning, execution planning, and commissioning.
- Coordinate, plan, schedule, and execute technical activities for assigned plant projects. Monitor and control expenditures within the project budget. Prepare interim and completion project reports.
- Lead a multi-discipline team of engineers, designers, and engineering and construction contractors assigned to projects.
- Ensure the technical integrity of the project, including compliance with the project scope, specifications, sound engineering judgment and basic engineering design documents. Ensure as-built and project close-out documentation is completed and stored in document control systems.
- Understand and comply with the technical Management of Change (MOC) process and utilize it in support of capital projects and routine facility changes.
- Deliver projects that ensure safe, reliable and efficient LNG operations which are executed on time and on budget.
- Comply with all applicable laws, rules, regulations, policies and procedures following the highest ethical standards.
- Participate in regulatory agency audits and reinforce safety and environmental awareness through frequent job observations and interfacing with plant personnel.
- Work with the Engineering and Construction department to provide support and assure O&M interests are represented on major projects. Participate in equipment factory acceptance tests (FATs) and site acceptance tests (SATs).
- Interact with and support Commercial Operations, Compliance, Regulatory Affairs, and other departments as required.
- Complete site walk-downs to support project development requirements.
Minimum Requirements
Bachelor's degree in chemical, mechanical or electrical engineering. Project & Financial (Budget) Management education such as PMP certification is desirable.Experience : Ten (10) to Fifteen (15) years' experience as a Project Manager or Engineer, with a minimum of five (5) years at an operating facility such as oil refining, petrochemical or specialty chemical plant, midstream storage or LNG facility. Recent LNG experience is preferred; refining, petrochemical, NGL, cryogenic natural gas processing, or other hydrocarbon processing experience may be acceptable.Strong leadership and administrative abilities.Acute safety sensitivity in hazardous environments.Exceptional written, verbal and interpersonal communication skills.Ability to communicate effectively at all organizational levels and with individuals and groups from different disciplines, industries and governmental agencies.Ability to work with a culturally diverse group of technical individuals across needed skills to engineer, operate and maintain LNG facilities.Ability to relate professionally with management, peers and facility workers to ensure good operations.Organized planning skills; able to manage multiple activities and programs to meet deadlines with high accuracy.Exceptional problem solving and analytical skills.Public speaking ability to create and deliver industry-specific presentations.Computer proficiency with Microsoft Office Suite (Word, Excel, Access, Project, PowerPoint).Must maintain a Transportation Worker Identification Credential (TWIC) in good standing.Equal Opportunity
