Plans Examiner I / II — annual ranges : Plans Examiner I $79,020.10 to $105,894.49; Plans Examiner II $87,223.41 to $116,887.71. This position is in the Development Services Department / Building Division of the City of Escondido. Under general supervision (Plans Examiner I) or direction (Plans Examiner II), performs professional and technical duties related to reviewing and approving construction plans, calculations, specifications, technical reports, and other submittal documents for compliance with federal, state, and local building codes, ordinances, and regulations; receives and checks plans and designs for structures, new and remodeled commercial, industrial, and residential buildings to ensure compliance; assists inspectors, contractors, design professionals, and the public regarding construction requirements.
Distinguishing Characteristics
Plans Examiner I — Entry level class in the Plans Examiner series. Positions at this level are not expected to function with the same level of program knowledge or skill as Plans Examiner II, and usually exercise less independent discretion. Work is supervised and fits an established structure. Incumbents are expected to learn the full range of responsibilities and perform duties with increasing independence. Advancement to Plans Examiner II is based on demonstrated proficiency and is at the discretion of supervisory / management staff. This position may receive direction from Plans Examiner II.
Plans Examiner II — Full journey level class; performs full range of duties independently, applying well-developed building and construction knowledge, and exercising judgment. Work is normally reviewed on completion. Positions in this class are flexibly staffed and normally filled by advancement from Plans Examiner I.

An Associate's degree in construction, architecture, engineering, public administration, business administration, or a closely related field.
Experience :
One year (full-time) of experience examining plans, inspecting buildings, grading, residential drafting, construction, architectural drafting, or design involving various construction types and occupancy groups. Building inspection experience is highly desirable.
Two years (full-time) of experience examining plans, inspecting buildings, grading, residential drafting, construction, architectural drafting, or design involving various construction types and occupancy groups. Building inspection experience is highly desirable.

Selection Procedure
Applications will be screened; the most qualified candidates will be invited to testing. Types of tests may include written / oral, physical agility, or job-related examinations. Eligible candidates will be ranked on an eligibility list by test score; appointments are made from names certified on the list.
All appointments are subject to background investigation and LIVESCAN fingerprinting. A pre-employment medical examination may be required. Safety sensitive positions may require pre-employment drug testing. DOT-regulated positions may require DOT drug testing.
