Position Overview and Responsibilities

The Commission expects its employees to be courteous and respectful when assisting customers and stakeholders and to resolve questions or problems relating to the Commission or its programs. This role works in a scientific research environment and provides consulting services, data analysis, database impact analysis, data and process analysis, and logical database design. Responsibilities include developing an enterprise view of data management, assisting in establishing and maintaining the goals of a data administration program, and ensuring data management practices align with agency standards.

Key activities include :

  • Use logical entity-relationship models, physical database models, and data dictionaries; participate in database design and monitoring with adherence to standards.
  • Provide training in data management, information analysis, and interpretation skills.
  • Identify and clarify the roles of data stewards and data custodians; support cross-functional work across divisions.
  • Analyze functional needs and design solutions for scientific, managerial, and enforcement requirements; develop and modify program code as needed.
  • Coordinate with IS&M staff and OIT data staff to apply technology appropriately and develop high-level database and software design specifications.
  • Support data management initiatives, public outreach, and other related duties as required.

Minimum Qualifications

  • Four years of experience in computer systems analysis, computer programming, and / or information management, with at least two years in data design, decision support analysis, or data modeling; or
  • A bachelor's degree from an accredited college or university and two years of experience in computer systems analysis, computer programming, and / or information management, with emphasis in data design, decision support analysis, or data modeling; or
  • A bachelor's degree from an accredited college or university in computer sciences or management information systems.
  • Preferred Qualifications

    Knowledge, Skills and Abilities

  • Knowledge of fundamental principles, processes, and protocols used in scientific research.
  • Knowledge of Object-Oriented Analysis and Design, data standardization, database structures and theories, and data modeling techniques.
  • Knowledge of software development, including structured application design, distributed database development and implementation, and user interface design principles.
  • Ability to establish and maintain effective working relationships, train others effectively, and communicate clearly in writing and verbally.
  • Ability to adapt in a fast-paced, deadline-driven environment.
  • Knowledge of the Microsoft Technology Stack, including Visual Studio, C#, and SQL Server (2008 R2 and newer).
  • Ability to work in a teamwork and collaborative environment.
  • Knowledge of ISDM, project management, and data definitions and models.
  • Ability to identify the needs and concerns of information users within the organization and plan long-range projects.
  • Ability to interpret technical information related to programming, applications development, and data processing.

    Office hours are 8 : 00 A.M. – 5 : 00 P.M. Eastern Time, Monday through Friday, with possible flexibility for deployment needs. Candidates must be able to commute to an FWC location.
