Education / Experience
Position requires a HS diploma / GED. Strongly prefer an Associates degree or completion of 2 year technical program. Areas of study should include construction, civil engineering or closely related field. Additionally requires a minimum of 5 years of experience, including 2 years project management, in storm water construction, civil engineering work, municipal storm water management or closely related work. The equivalent education, training, experience, skills, and knowledge may be considered.
Position Summary
Assists City Engineer
with coordinating programs, projects, and related activities that support short and long term objectives of the Storm Water Master Plan for the City.
Essential Duties and Responsibilities
include the following. Other duties may be assigned.
Prepare and negotiate drainage engineering construction contracts. Collaborate with elected and appointed officials, and federal, state and local organizations to determine needs and facilitate drainage projects and initiatives.
Monitor the progress and inspection of drainage construction projects. Manage pay and change order requests from contractors. Review and approve drainage crew receipts and claims. Ensure compliance with relevant federal, state and local requirements for drainage initiatives and projects.
Provide oversight and direction to drainage crew assigned to in-house construction projects. Coordinate work efforts with drainage crews to address drainage complaints and issues.
Develop routine maintenance program for drainage / storm water conveyance channels, city responsible detention / retention pond maintenance and other storm water conveyance maintenance for city owned, controlled or liable areas. Review related City policies and ordinances related to drainage and recommend modifications.
Represent the department to the public to coordinate, explains and discuss departmental programs. Review and respond to complaints from the public. Attend various city meetings about future developments or issues and relate those to the drainage board as necessary. Act as liaison between the drainage board and city council as necessary to routinely discuss drainage issues, projects and goals.
Regularly report to the drainage board regarding maintenance programs, work order explanations, guidance on suggested course of actions due to drainage issues as well as suggested courses of action on fulfilling the master plan.
Performs other duties and assumes other responsibilities as apparent or as delegated.

Language Skills : Ability to read, analyze, and interpret common technical journals, blue prints and construction plans, financial reports, and legal documents. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to effectively present information to City employees, elected officials, regulatory boards, and / or public groups.
Mathematical Skills Ability to work with mathematical concepts such as probability and statistical inference, and fundamentals of plane and solid geometry and trigonometry. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.
Reasoning Skills Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.
Computer Skills To perform this job successfully, an individual should have thorough knowledge of Microsoft Outlook email and contact management; Autodesk, AutoCAD or similar program; Internet Browsers; Maintenance and Management data system; Microsoft Project, Excel and Word Processing software.
Certificates, Licenses, Registrations : Maintain valid Indiana Drivers license.
