Human Resource Associate

The Iowa Department of Inspections, Appeals, and Licensing (DIAL) is seeking a highly motivated, skilled, solution-oriented, and enthusiastic professional to join our regulatory department and serve as a Human Resource Associate within our Administration Division at our central office near Valley Junction in Des Moines, Iowa.

DIAL's mission is Achieve Compliance through Education, Regulation, and Due Process for a Safe and Healthy Iowa. Our goal is to be an effective, efficient and approachable regulatory agency. To accomplish our Mission, the individual selected for this position will assist the Legal & Policy bureau in providing outstanding counsel and legal services to the department.

DIAL is a multifaceted regulatory agency charged with protecting the health, safety, and well-being of Iowans, and is comprised of eight core operational divisions : Administrative Hearings, Building & Construction, Health & Safety, Investigations, Labor / OSHA, Licensing, Workers' Compensation, and Administration.

This position serves as a Human Resource Associate (HRA) within the Administration Division. The HRA assists human resource by processing payroll transactions, ensuring accuracy of documents, performs transactions within WorkDay, personal record management, and will serve as a liaison with the State's Human Resource Enterprise.

The successful candidate for this fast-paced position is a motivated, organized, and detail-focused individual. The position reports to the Division Administrator, works under the general direction of the Human Resource Professional 2, and will be located at 6200 Park Avenue in Des Moines.

You will be an integral member of our human resources team, providing direct support to the agency's operations by :

  • Coordinate the delivery of human resource services for DIAL
  • Serve as liaison with Department of Administrative Services Human Resource Enterprise
  • Enter transactions into the WorkDay human resource system
  • Manage confidential personnel information and records
  • Process payroll and benefit-related transactions

    Minimum Qualification Requirements :

    Applicants must meet at least one of the following minimum requirements to qualify for positions in this job classification :

  • Four years of full-time work experience in administrative support, at least two years of which were in a human-resources-related program area.
  • All of the following (a, b, and c) :
  • a. One year of full-time work experience in administrative support in a human-resources-related program area; and
  • b. A total of one year of education and / or full-time experience in administrative support in a human-resources-related program area, where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
  • c. A total of two years of education and / or full-time experience in general administrative support, where thirty semester hours of accredited college or university course work in any field equals one year of full-time experience.
  • Current, continuous experience in the state executive branch that includes experience equal to 12 months of full-time work as a Human Resources Technical Assistant, Human Resources Technical Specialist, Secretary (any level), or Administrative Assistant (any level).
