The City of Oxnard's Housing Department is seeking a detail-oriented and self-motivated Housing Investigator to independently conduct investigations into alleged violations of the City's Anti-Harassment Ordinance. This role involves gathering and analyzing evidence through investigative research, which may include on-site property inspections and interviews with tenants, complainants, and property owners.

What You'll Do

  • Respond to inquiries and requests for information related to investigations, and prepare written correspondence as needed.
  • Conduct preliminary and follow-up investigations into alleged violations of anti-harassment ordinance.
  • Perform on-site inspections to assess and document the physical conditions of properties under investigation.
  • Collect and evaluate physical and documentary evidence, including lease agreements, communication records, rent receipts, and photographs of property conditions.
  • Prepare detailed investigative reports summarizing findings and supporting evidence.
  • Interview tenants, property owners, City personnel, property managers, and witnesses to obtain statements and relevant information.
  • Prepare cases for referral to the City Attorney's Office when violations are substantiated or resolution efforts are unsuccessful.
  • Conduct legal research to ensure enforcement actions align with local rent control ordinances and housing regulations.
  • Represent the department at community events and deliver presentations on the Rent Stabilization, Just Cause Evictions, Tenant Protection and Anti-Harassment Ordinances.
  • Testify as a witness in formal proceedings when required.

Payroll / Classification Title : Inspections Field Supervisor

Distinguishing Characteristics This classification is distinguished from the Plans Examiner in that it provides supervision of staff and activities associated with permit issuance, plan examination, and / or building inspections.

Supervision Exercised / Supervision Received Incumbents supervise paraprofessional and support staff, including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures. Receives general supervision and is expected to prioritize work to meet deadlines and to keep the supervisor informed of issues that would impact achievement of a deadline, organizational policy or procedure, or in consideration of risk management.

WORK SCHEDULE : The normal work week is Monday through Thursday, 8 : 00 am to 6 : 00 pm, and alternating Fridays, 8 : 00 am to 5 : 00 pm. Depending on the area of assignment, staff may be assigned to a shift that is outside the standard work hours. This position may be required to be available for additional hours in response to peaks in workloads and changes in department needs. The standard work environment varies depending on assignment but is typically either primarily in an office setting or out in the field. The City does not offer hybrid or remote work.

This class specification represents only the core areas of responsibilities; specific position assignments will vary depending on the needs of the Department.

  • May supervise staff, including conducting performance evaluations, coordinating training, and implementing hiring, discipline, and termination procedures.
  • Oversees daily activities involved in investigations into alleged violations of rent control and anti-harassment policies / laws, ; prioritizes and balances work assignments; participates in advanced technical reviews and investigations.
  • Receives and responds to customer complaints and technical issues; researches issues; interprets codes and regulations; develops and implements resolutions to problems.
  • Prepares reports and correspondence; calculates fees; maintains program documentation, files, and records; prepares a written summary of required corrections and restrictions; and / or prepares recommendations relating to investigations.
  • Performs other duties of a similar nature and level as assigned.
  • The following are the minimum qualifications necessary for entry into the classification :

    Education

  • Associate's degree in a related field.
  • Experience

  • Four years of related experience.
  • License / Certification

  • Valid California Class C Driver's License with a satisfactory driving record.
  • Other Requirements

  • Must be able to effectively communicate in English, both orally and in writing.
  • Bilingual in English and Spanish is desirable.

NOTE : For most positions, the City of Oxnard relies on office automation (Microsoft Office / Google) and web-based enabled tools, therefore candidates must be proficient and comfortable with computer use to perform functions associated with on-going work.

    Regular and reliable attendance, effective communication skills, and development of effective working relationships are requirements of all positions.

    Employees are required to participate in the City's direct deposit plan and are paid on a bi-weekly basis.

    This position requires a 12 month probationary period.
