Human Resources Benefits Administrator

Salary : $26.17 Hourly

Location : Corpus Christi, TX

Job Type : Full-Time

Summary

Responsible for administering employees insurance benefits and managing issues regarding benefits. Performs a variety of administrative duties in the Human Resources Department, including composing correspondence, reports, forms, and other documents requiring knowledge of specialized subject matter; responds to calls, questions, and requests from employees, some of which may be highly sensitive or confidential in nature; and performs research / gathers data for reports.

Organizational Relationships

Reports to : Director of Human Resources

Other : Works closely with other county employees, insurance agents and agencies.

Essential Duties and Responsibilities

Receives, reviews, sorts, reproduces, processes, and files all personnel action requests and any other documentation related to benefits from all county departments (including departments not funded by Commissioner's Court). Insures that each request is consistent with county policy.

Assists employees with insurance billing reconciliations and ensures correctness of general balances.

Meets with employees and assists with problem resolution, information inquiries, schedules meetings with insurance representatives and provides other general assistance.

Completes documentation for each employee meeting.

Problem resolution facilitator between employees and third-party administration.

Serves as the department's contact with insurance representatives and manages the various situations that may arise with insurance vendors.

Serves as the department's coordinator for open enrollment. Conducts open enrollment events both virtual and in person. Ensures timely enrollment of benefits for new hire employees.

Responsible for maintaining sufficient general knowledge of insurance coverages, updates, laws, and regulations and thorough knowledge of internal policies and procedures.

Monitors the overall employee benefit operations as to employee satisfaction; identifies and reports repetitive complaints to Director of Human Resources; responsible for evaluating complaints and bringing the serious or non-compliant complaints to the attention of management; suggests solutions.

Coordinates with the senior payroll assistant for updating the common codes for insurance rate changes.

Working with the third-party administrator to fulfill the COBRA regulations to every employee / official separated from service due to a qualifying event as they are reported on the Personnel Changes Report.

Maintains files on COBRA participants and assists the participants with enrolling, premium payments, and problems concerning coverages.

Performs the duties of maintaining the records for employee benefits files in accordance with proper retention requirements.

Receives visitors and officials and answers the telephone, screening calls and visitors, responding to questions, and providing information about departmental and county-wide activities and programs, or referring the caller to the appropriate person, department or agency.

Develops office forms and procedures consistent with departmental and county-wide policies regarding employee benefits.

Assists in the preparation of department budget and budget amendments for benefits.

Assists in the research and preparation of reports and statistical data; and gathers data for general information purposes on special reports regarding employee benefits.

Establishes and maintains personnel, statistical and other special records and files for employee benefits.

Completes and / or reviews and processes employee personnel paperwork, including entering data into computer system regarding employee benefits.

Educates new employees of benefits at New Hire Orientation, Open Enrollment, or a qualifying life event enrollment and in the termination of coverage at resignation of employees or other reasons for which the employee is terminated.

Establishes and maintains confidential files.

May train other clerical personnel or coordinate the assignment and completion of their work.

Conducts training on benefit plans offered by Nueces County and when eligible for such benefits for managers, supervisors, department heads and employees as needed. May perform additional training as directed by the Human Resources Director.

May attend committee, staff, or other meetings.

Answers employee and department questions concerning employment matters.

Researches files for follow-up on personnel inquiries regarding benefits.

May assist with recruitment programs, job fairs, etc.

Provides special event preparation and participation such as : Nueces County Health Fair, Benefits Fair, County Government Month, Wellness Program, Community Projects, and all other events sponsored by Human Resources.

May act as liaison with outside agencies and employees for promotional activities for employees.

In the absence of the Civil Service Coordinator, will assist with duties as deemed necessary for daily operations.

Performs such other duties as may be assigned and / or delegated.

Supervisory Responsibilities

Does not usually supervise other employees but may assign work to volunteers and / or temporary employees.

Qualifications

Education and / or Experience : Bachelors degree preferred plus one year increasingly responsible Human Resources and / or benefits experience; or Associates degree or equivalent from two year college is preferred, plus three years increasingly responsible Human Resources and / or benefits experience; or high school diploma or general education degree (GED) plus five years increasingly responsible Human Resources and / or benefits experience; or any equivalent combination of education and experience.

Highly prefer experience in benefit education, enrollment, or management in a government setting. Nueces County employees are encouraged to apply.

Language Skills

Ability to read, analyze, and interpret general business periodicals, professional journals, technical procedures, or governmental regulations. Ability to write reports, business correspondence, and procedure manuals. Ability to effectively present information and respond to questions from groups of managers, clients, customers, and the general public. Bilingual preferred but not required.

Mathematical Skills

Ability to work with mathematical concepts such as probability and statistical inference. Ability to apply concepts such as fractions, percentages, ratios, and proportions to practical situations.

Reasoning Ability

Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists. Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

Other Skills and Abilities

Knowledge of accepted human resources practices and legal requirements; ability to operate a calculator; ability to work accurately with numerical detail, to perform procedures in an orderly manner, and to analyze, consolidate, and interpret data in a clear and concise form; ability to establish and maintain effective working relationships with other county employees, officials and the public. Excellent knowledge of business English, spelling, punctuation, arithmetic, office practices, equipment and materials. Knowledge of department and county operations and policies. Ability to exercise independent judgment regarding the release of sensitive and / or confidential information. Ability to operate a computer using standard word processing and spreadsheet software packages. Ability to type at a speed of at least 60 words per minute. Ability to communicate effectively both orally and in writing. Ability to multi-task to efficiently and courteously answer multiple telephone lines, as well as, respond to office visitors all at once. Proficiency in speaking Spanish may be desirable. Ability to operate or demonstrated ability to learn to operate a computer, telephone, copier, scanner, and facsimile machine.
