Job Summary :

Under the direction of the Assistant Director, the IT Manager is responsible for providing high- level management support through the planning, analysis, coordination, and execution of departmental programs and operations. This role also includes supervising assigned staff and conducting administrative studies and special projects.

Duties may include, but are limited to, the following :

  • Assists in the development and implementation of goals, objectives, policies and priorities of a department of the City to assure maximum effectiveness and efficiency
  • Oversee assigned administrative processes, procedures, programs and activities
  • Prepare reports, manuals, and correspondence relating to departmental and interdepartmental operations, systems, and procedures; interpret rules, standards, and procedures; monitor programs and compile project status reports.
  • Plans, organizes, directs and evaluates the performance of staff; establishes performance requirements and personal development targets; regularly monitors performance and provides coaching for performance improvement and development; makes decisions to recognize performance; takes disciplinary action, up to and including termination, to address performance deficiencies, in accordance with the City's personnel rules and policies.
  • Recommend staffing levels, select, train supervise and establish performance requirements for permanent, temporary and part-time staff
  • Provides day-to-day leadership and works with staff to ensure a high performance, customer service-oriented work environment that supports achieving City and departmental mission, objectives and service standards
  • Applies best practices and quality assurance processes to assigned areas of responsibility
  • Enforces the maintenance of safe working conditions and ensures safe work practices are followed by staff
  • Provides leadership to ensure a fair and open work environment in accordance with the City's commitment to equal employment opportunity
  • Consult with vendors, consultants and outside agencies regarding technology issues facing the City
  • Develops and assists with communication and implementation of a City-wide plan for the strategic use of information technology based on the needs of the City.
  • Plans and assists with the long-range goals, organizational structure and direction for the Information Technology Division to realize the City-wide information technology strategic plan.
  • Maintains awareness of effective applications of technology, especially those in local government, and provides consultation on technology issues to the City Manager, Deputy City Manager, Senior Director of Administrative Services and Assist Director of Administrative Services.
  • Develops and assists with the annual and long-term budgets for the Information Technology Division. Ensures that the City's technology expenses are appropriate through cost control measures to ensure compliance with the established budget
  • Manages and assists with the selection, implementation and maintenance of telephone and telecommunications systems for the City
  • Supports collaborative networks and assumes a leadership role in developing similar technology initiatives with neighboring governments
  • Selects, supports, and motivates Information Technology staff; improves internal processes and enables the staff to more easily handle increasing workloads and maintain quality work
  • Research, develop and implement plans for disaster recovery
  • Assists departments with needs assessments to evaluate the desirability and feasibility of automating certain City functions in terms of operating efficiencies; ensures all approved service and project requests are completed in an appropriate and timely manner
  • Maintains adequate security of City information technology systems and develops security plans to mitigate risk for the City; recommends policy and procedures related to the use and security of City information technology systems
  • Performs related duties as assigned

Minimum Qualifications :

  • Bachelor's degree from an accredited college or university with major course work in public or business administration, information systems, computer science or closely related field.
  • three (3) years of supervisory experience; five (5) years of professional information technology experience OR any equivalent combination of education and experience may be considered for this position.
