Utilities Division Supervisor

The Utilities Division Supervisor serves as a key member of the Utilities Division and is responsible for planning, coordinating and supervising the daily operations and activities of the City's Water and Wastewater infrastructure including the maintenance and repair of the City's water distribution and wastewater collection system. This position has extensive contact with contractors, citizens and handles field investigations, inquires and complaints. This position provides leadership in all aspects of utility operations, ensures all tasks run efficiently, provides excellent troubleshooting skills, provides excellent customer service to the public and ensures regulatory compliance.

Examples of Duties

Essential functions include :

  • Supervising, scheduling, reviewing and evaluating the work activities of Utility personnel, counseling and coaching team members.
  • Coordinating the work activities of the Utility Crews and participating in daily work of staff responsible for maintenance and repairs.
  • Investigating and resolving customer inquiries and complaints.
  • Maintaining the city's infrastructure, equipment and parts supply inventory.
  • Operating and maintaining responsibility for a variety of tools and equipment including city vehicles and hand tools.
  • Identifying and resolving operational, technical and procedural problems; to ensure all operations run efficiently and workload is completed in a timely manner.
  • Ensuring that all utility infrastructure is maintained and repaired in accordance with AWWA recommendations.
  • Contributing to the efficiency and effectiveness of the team by offering suggestions and directing or participating as an active member of a work team.
  • Participating in the selection of assigned staff, providing or coordinating staff training, working with employees to correct deficiencies and implementing discipline procedures.
  • Conducting product review and testing, researching product specifications and assisting in the development of request for proposals and analyzing of responses, recommending technologies and vendors.
  • Monitoring contractor activities to ensure city specifications and regulations are met, keeping abreast of all water meter and detector check applications.
  • Performing special assignments and / or other related duties as assigned.

Knowledge, Skills and Abilities

Required knowledge, skills and abilities include :

  • Good knowledge of the City's water and sewer infrastructure and related technology / systems used in the operational aspect of materials, methods and tools used in the maintenance of water and wastewater services.
  • Procedures and practices related to internal control measures and asset inventory.
  • The geographical layout of the City.
  • Common word-processing, spreadsheet applications, Outlook and basic arithmetic.
  • Safety regulations and procedures related to working in the field, including compliance with State regulations and safe work practices.
  • Principles and practices of effective supervision, training, coaching and staff development plans.
  • Supervising, leading, coaching and motivating team members.
  • Establishing and maintaining effective working relationships with coworkers and the public.
  • Evaluating team member performance, counseling employees and recommending actions for improvement.
  • Understanding and following oral and written instructions.
  • Reading and interpreting plans, drawings and specifications related to water services.
  • Ability to accurately record emergency conditions and provide details for reports to be filed.
  • Working in the field under adverse weather conditions and to stand and walk for long periods of time.
  • Interpreting rules, policies and procedures and making sound decisions.
  • Efficiently using a computer to maintain work schedules and perform other tasks, as required.
  • Working emergency, on-call, weekend and evening hours, as needed.
  • Being punctual and maintaining consistent attendance.
  • Typical Qualifications

    Minimum required qualifications include :

  • High school diploma / GED.
  • Knowledge of water and sewer utility services and related technology / systems used in the operational aspect of utility operations, materials, methods and tools used in the maintenance of water and wastewater services.
  • Five years of experience in water / sewer services, including installation and repair and providing service to others, preferably in a municipal utility.
  • Possess or can obtain a Class C Water Distribution and Class II Wastewater Collections license within one year of hiring.
  • Three years supervisory experience is preferred.
  • Possession of a valid Class C Texas driver license.
  • Must have driving record sufficient for coverage by City's auto liability carrier.
