Procurement Manager

Location : Downtown Columbia, SC

Pay : $60,000–$84,000

Schedule : Full-Time, Monday–Friday

Overview

We're seeking an experienced Procurement Manager to lead and manage the full procurement lifecycle from developing bid specifications to contract negotiation and award. This role supports complex purchasing processes for goods, services, and equipment valued at $25,000 or more, ensuring compliance with all federal, state, and local procurement regulations.

Ideal candidates bring public sector procurement experience , particularly within school districts or government entities , and have the confidence to mentor new buyers while managing complex solicitations independently.

Key Responsibilities

  • Oversee the full procurement process, including bid / RFP development, advertising, evaluation, and contract award.
  • Ensure compliance with all applicable federal, state, and local purchasing regulations.
  • Conduct negotiations with suppliers and manage contract administration, including renewals and terminations.
  • Collaborate with departments and vendors to resolve purchasing issues and improve procurement processes.
  • Support ERP system initiatives and assist with procurement training programs.
  • Analyze procurement data to identify cost savings and consolidation opportunities.
  • Maintain vendor relationships, bid lists, and performance files.
  • Stay current on industry trends, new products, and regulatory updates.

Qualifications

  • Education : Bachelor's degree in Purchasing, Public Finance, Procurement, or related field preferred. Equivalent experience will be considered.
  • Experience : At least four years of governmental or public sector procurement experience required.
  • Strong knowledge of federal, state, and local procurement laws
  • Experience with IT procurement is highly valued, though broad procurement knowledge is essential.
  • Proven ability to mentor and guide junior procurement staff
  • Excellent analytical, communication, and negotiation skills.
  • ERP system experience preferred.
