Job Description :
We are seeking an Enterprise Data Architect to lead the design, optimization, and modernization of enterprise data systems for the Texas Health and Human Services Commission (HHSC). The ideal candidate will bring deep Oracle expertise, strong data architecture experience, and a proven track record of driving secure, scalable, and cloud-ready data solutions in complex healthcare environments.
Key Responsibilities :
Analyze and document business requirements and data flows.
Design, implement, and optimize Oracle-based enterprise data architectures.
Architect and manage high-availability environments using Oracle RAC and Data Guard.
Ensure data security, compliance, and disaster recovery strategies are in place.
Collaborate with cross-functional teams to modernize legacy systems into hybrid cloud platforms.
Lead initiatives for data governance, analytics, and reporting enablement.
Integrate emerging technologies such as AI, Machine Learning, and Big Data Analytics into enterprise data ecosystems.
Provide leadership in DevOps-aligned data development and CI / CD environments.
Required Skills & Qualifications :
Expertise in data architecture, modeling, and warehousing .
Strong proficiency in Oracle Database , administration, and performance tuning.
Hands-on with Oracle RAC , Data Guard , RMAN , and PL / SQL optimization .
Experience in cloud-native database services and hybrid deployments (Azure / AWS / OCI).
Strong understanding of data lakes, data warehouses , and enterprise data modeling .
Knowledge of AI / ML / Big Data integration in healthcare or public-sector environments.
Familiarity with DevOps pipelines , version control, and CI / CD frameworks.
Preferred Skills :
Experience migrating on-premise data structures to microservice-aligned schemas.
Understanding of Enterprise Architecture (EA) frameworks and modernization strategies.
Excellent communication and stakeholder management skills.
Experience with integrated eligibility case management systems is a plus.
Education :
Bachelor's degree in Computer Science, Information Systems, or related field (Master's preferred).
