Department Marketing Statement The Project Delivery team within the Office of Infrastructure is seeking two accomplished and inclusive leaders to serve as Directors, each overseeing a multidisciplinary group and responsible for executing a diverse portfolio of engineering and construction projects under our Capital Improvement Program. These projects — ranging from rehabilitation to new construction — are essential to maintaining and enhancing our organization’s infrastructure. Job Description The Project Delivery team within the Office of Infrastructure is seeking two Directors who will provide strategic oversight and operational leadership across all phases of project delivery. Candidates should have a background in Construction Project Management with a strong emphasis in Project Controls. The ability to interpret financial and scheduling data, anticipate challenges, and guide teams through complex decision-making will be key. Leadership will guide teams and contractors through all phases of the project life cycle, ensuring that scope compliance, schedule, budget, safety and risk are actively managed and aligned with strategic objectives. Experience in active transportation environments is beneficial but not required. This role is less technical and more focused on strategic execution, team empowerment, and cross-functional collaboration. Minimum Qualifications Education Bachelor's Degree in Engineering, Construction Management, Project Management, Business, or a related field of study. In lieu of a Bachelor's degree, a high school diploma / GED and four (4) years of experience with project budget and schedule control; and / or engineering design and construction projects, to include construction management, contract administration, change control negotiations, regulatory compliance, document control, and stakeholder interaction, in addition to the minimum experience stated below, will be considered. Experience Minimum of ten (10) years of relevant experience such as project budget and schedule control; and / or engineering design and construction projects, to include construction management, contract administration, change control negotiations, regulatory compliance, document control, and / or successful stakeholder interaction. Certification / Licensure N / A Preferred Experience in the development and implementation of major policies and initiatives Project Management Professional Certification Construction Management Professional Certification PE - Licensed Professional Engineer Masters of Business Administration (MBA) Registered Architect Medical Group Satisfactorily complete the medical examination for this position, if required. Job Summary The Director, Capital Improvement Programs (CIP) leads the implementation and delivery of a portfolio of improvement and rehabilitation projects supporting the Authority. The incumbent oversees the development of program reporting and frequently presents progress and challenges to senior leadership. Responsibilities include strategic executive decision-making, program implementation in accordance with applicable rules, regulations, and stakeholder requirements, and alignment of the department’s budget and resource plan with program needs. The incumbent leads or manages stakeholder communication and engagement initiatives. Essential Functions Directs the planning, management, development, and administration of WMATA’s Capital Improvement Program related to bus and rail systems, right-of-way and / or fixed facilities from project development to implementation, commissioning and turnover. Develops short- and long-range implementation plans and collaborates with planning, engineering and operating departments to ensure project delivery meets stakeholder requirements and complies with applicable regulations, policies, and procedures. Makes recommendations to improve policies and procedures, expedites day-to-day decision making, and develops and executes implementation plans. Leads, directs and builds teams of colleagues, consultants and staff. Monitors, oversees and manages program budgets, resource and contract planning, project scope and controls, design, construction, contract administration, and close-out. Develops, presents and implements lessons learned and oversees the orderly transition of completed projects to operating departments, entities, and asset owners. Communicates effectively with senior leadership on all aspects of the portfolio and recommends solutions tailored to operational needs. Mentors project managers and other team members; models accountability and teamwork; collaborates with the Office of General Counsel to protect WMATA’s interests. Leads the resolution of construction and engineering issues; monitors construction progress through site visits and field inspections; reviews safety practices and identifies areas for improvement. Continuously monitors project safety data and addresses project risks including compliance with safety and security requirements. Interfaces with external stakeholders; delivers progress reports to the General Manager, authorities, WMATA Board, and others; responds to inquiries from oversight entities. Other Functions Maintains current knowledge of industry trends and recommends new technology and methods in design and cost planning. Maintains knowledge of regulations and project delivery methods; uses tools to ensure accountability and transparency for senior management and stakeholders. Establishes trusted relationships with stakeholders; negotiates transportation solutions and long-term sustainability needs; responds to community inquiries. Directs and supervises subordinate staff, conducts performance evaluations, and maintains sound employee relations. Promotes safety culture and ensures compliance with safety policies and just culture principles.
