Program Manager
This position is responsible for professional work planning, directing, and coordinating a management support function, or phases of a diversified program such as finance and accounting, budgeting, staff development or training, human resources, purchasing, or similar programs for the Florida Legislature.
Examples of work performed include :
Responsible for the fiscal year-end process for the Florida Legislature
Prepare financial forms and adjustments from the Department of Financial Services
Act as a liaison with the Department of Financial Services
Prepare the financial statements for the Florida Legislature and share those with the independent auditing firm
Supervise and oversee the annual audit of the Florida Legislature's financial statements with the independent auditing firm and act as a liaison with the firm and any legislative entity and the Department of Financial Services (DFS)
Responsible for providing the Statewide Cost Allocation Plan (SWCAP reports to the Auditor General and the Office of Program Policy Analysis and Governmental Accountability (OPPAGA)
Responsible for auditing, approving, and submitting daily vouchers to the Department of Financial Services and resolving any issues related to voucher posting
Reconciling Departmental FLAIR to Central FLAIR / Administer access control for FLAIR, RDS, Natural Security, Legislative Travel System, SunCom System, and FLAIR-related systems
Responsible for confirming other state agency transfers
File Ethics quarterly and annual financial reports
Prepare financial disclosures, fines, accounts receivables, and accounts payables
Prepare compensated absences
Batch uploads
Establish new accounts in FLAIR-expansion files, title files, object codes
Reconcile petty cash and revolving fund
Process the monthly postage cost distribution
DFS duplicate payments and auto payments
Review and sign sales and use tax returns
Asset Management-all aspects of the FLAIR Property System, including depreciation
Managing the daily, monthly, and annual vouchering process
Back up for the Budget Program Manager
Assist in the Preparation of Finance & Accounting Policies and Procedures
Analyze current procedures for improvement and efficiency
Generate reports in Information Warehouse and other reporting applications and distribute to staff
Serve on team to assist with Florida PALM project readiness, training and implementation
Maintain financial or other administrative records
Monitor budgetary activities, and prepares status reports
Analyze expenditure patterns or administrative practices and may advise Legislators, office directors and managers on financial, human resource, payroll, purchasing or budgetary matters
Perform other related duties as required
Required knowledge, skills, and abilities :
Knowledge of the principles, practices, and procedures of accounting, budgeting, human resources, purchasing, staff development, or training
Knowledge of relevant computer programs
Ability to supervise people
Ability to determine work priorities, assign work, and ensure proper completion of work assignments
Ability to communicate effectively verbally and in writing
Ability to establish and maintain effective working relationships with others
Ability to formulate policies and procedures
Ability to understand and apply related rules, regulations, policies, and procedures
Ability to work independently
Ability to solve problems and make decisions
Ability to use tact and exercise good judgment when interacting with Legislators and staff, other agencies, and the public
Minimum qualifications :
A bachelor's degree from an accredited college or university with major coursework in accounting, business, or public administration, or a related field, and five years of professional experience in accounting, auditing, budgeting, human resources, staff development or training, purchasing, research, analysis, program planning and evaluation, or administrative work; or
A master's degree from an accredited college or university in accounting, or possession of a Certified Public Accountant (C.P.A.) A certificate in business or public administration, or a related field, can substitute for one year of the required experience.
Professional experience as described above can substitute on a year-for-year basis for the required college education.
