Financial Services Manager I

The County of Santa Barbara is seeking an experienced finance professional to fill a Financial Services Manager I position within the Resource Recovery & Waste Management Division of the Public Works Departments. This position is categorized as a Financial Services Manager I classification within the County's leadership series and is classified as at-will and exempt from Civil Service provisions. This position is based in Santa Barbara, California. This role assists with the oversight of a $70 million budget for the Resource Recovery & Waste Management Division (an enterprise fund) including responsibilities related to capital construction accounting. Managing an enterprise fund adds a level of complexity to prepare full accrual entries, monitor customer payments, and ensure the division is financially sustainable in order to meet its debt service obligations. This position's responsibilities also include working with other managers to make critical decisions in regard to the financial aspects of the division. Typically reports to a Financial Services Manager III. Provides direct supervision to two or more individuals in a single work unit. Exercises direct and indirect supervision over assigned technical and administrative staff.

The Ideal Candidate possesses :

  • Experience supervising staff
  • 5-7 years of professional accounting experience
  • CPA and / or CPFO certification
  • Knowledge and experience of the complex accounting principles, methods, and standards in Governmental Accounting
  • Financial Forecast Models
  • Strong analytical and organizational skills
  • Knowledge of Federal Cost Principles (2 CFR 200)
  • Demonstrated ability to develop and maintain sound working relationships with people of diverse backgrounds and personalities
  • Ability to make technology-based process improvements
  • Ability to work independently, organize and prioritize work, and meet deadlines
  • Ability to prepare and write clear and concise reports, and keep records organized accordingly
  • Prepare work papers with clarity and transparency
  • Experience using a database to capture and organize data
  • Ability to process, interpret and communicate fiscal / accounting information
  • Make informed decisions based on data and use metrics to evaluate success

Examples of Duties include :

  • Serves as a member of the County's management team by planning, organizing, coordinating, and directing the activities in areas such as : accounting, budget, accounts receivable / payable, employee benefits, payroll, debt management, public funds and property tax collections, financial analysis, and auditing.
  • Executes annual goals and priorities as established with input from next level manager.
  • Establishes research criteria, gathers, and analyzes fiscal and statistical information and / or leads the information gathering and analysis process.
  • Serves as a subject matter expert and uses technical and analytical expertise to develop findings.
  • Coordinates smaller, less complex teams, projects, or specific functional areas of large complex programs related, but not limited, to accounting, financial planning and analysis, auditing, investment portfolio management, budget development and management, debt management, claims and disbursements, medical billing, cost analysis, cash management, taxation, collections, payroll, and benefits.
  • Supervises accounting and fiscal functions.
  • Develops, implements, and evaluates services and programs.
  • Develops and administers budgetary and procurement processes.
  • Troubleshoots and resolves program or work unit issues.
  • Oversees the preparation of contracts, reports, records, plans, and other documents.
  • May supervise management, professional, paraprofessional, and support staff.
  • Coordinates work with the general public, County staff, external agencies.
  • Performs other related duties as required.
  • Employment Standards include :

  • Equivalent of a bachelor's degree from an accredited four-year college or university in accounting, finance, business administration, or related field.
  • Three (3) years of experience in accounting at a professional or supervisory level.
  • Additional Requirements include :

  • For specific positions, possession and maintenance of a valid California driver's license and the ability to meet automobile insurability requirements of the County or the ability to provide suitable transportation needs as a condition of continued employment.
  • Knowledge of :

  • Principles and practices of managing fiscal services programs and projects related to accounting, tax, auditing, medical billing, claims management, and collections.
  • Principles and practices of governmental accounting, fiscal management, budgeting, and auditing.
  • Principles and practices of managing budget development and related programs and operations.
  • Principles and practices of administering payroll and benefits programs.
  • Principles and practices of public administration and program management, including strategic planning, implementation, and evaluation.
  • Management principles, practices, and techniques.
  • Principles and practices of program planning and administration.
  • Personnel management principles and practices, including employee supervision, training, and evaluation.
  • Principles and practices of group facilitation, conflict resolution, and consensus building.
  • Principles and practices of procurement and contract administration.
  • Principles and techniques of effective oral presentations.
  • Applicable federal, state, and local laws, codes, regulations, and standards.
  • Business systems, equipment, and applications relevant to the area of assignment.
  • Ability to :

  • Effectively administer teams, projects, and activities, and serving as a subject matter expert in all fiscal services areas assigned.
  • Research and analyze fiscal and regulatory data, identify issues, and make recommendations and provide solutions.
  • Monitor and interpret operational data, regulatory and financial information, and statistics
  • Manage assigned operations / programs; ensure ongoing compliance with strategic objectives and performance measures.
  • Develop and implement policies and procedures.
  • Manage and evaluate assigned staff, including training, coaching, participating in the development of goals and strategic objectives, coordinating deadlines, prioritizing work demands, and assigning / monitoring work.
  • Analyze and evaluate operational programs, projects, and procedures.
  • Plan, organize, coordinate, and supervise changes and improvements in public agency projects and studies.
  • Manage budgets, contracts, grants, and resource allocation.
  • Interpret, monitor, and report financial information and statistics.
  • Oversee the implementation of, and adherence to, quality assurance activities and standards.
  • Research, recommend, and implement industry trends, solutions, and best practices.
  • Resolve complex problems within area of assignment.
  • Prepare and oversee the preparation of reports, grant proposals, documents, and presentations.
  • Make presentations to stakeholders, elected officials, County leadership, and the public.
  • Collaborate with program stakeholders, elected and appointed boards, the public, and internal leadership.
  • Interpret and apply applicable laws, codes, regulations, and standards.
  • Communicate effectively, clearly, and concisely.
  • Establish and maintain effective working relationships with a diverse range of individuals, including but not limited to coworkers, subordinate staff, supervisors, other managers, professional agencies, and the general public.
  • Additional Information :

  • May be required to work a varied schedule of hours, which may periodically include evenings, weekends, and holidays.
  • Completion of a background investigation to the satisfaction of the County may be required for some assignments.
