About the Role

Churchill Cost Consultants (Churchill) is seeking an experienced Regional Program Manager to oversee large-scale data center and infrastructure initiatives for a Fortune 100 technology firm. In this role, you will lead the end-to-end delivery of infrastructure, utilities, and construction across multiple data center sites. The Regional Program Manager will drive complex, multi-disciplinary projects from master planning through construction readiness—managing budgets, schedules, and stakeholder coordination to ensure on-time, cost-effective delivery. This is a remote position based in the Eastern Time Zone, with occasional travel (approximately once per quarter).

Responsibilities :

Oversee multiple infrastructure projects at different stages of the construction lifecycle, including early planning and preconstruction.
Ensure each project meets high standards for safety, quality, cost, and schedule performance.
Manage the full project lifecycle—from design and construction through handover, closeout, and lessons learned.
Track progress and communicate updates to stakeholders, highlighting potential risks, delays, and mitigation plans.
Work closely with vendors, consultants, and contractors to manage budgets, timelines, and deliverables.
Balance flexibility with financial discipline, ensuring changes in scope stay within budget and schedule limits.
Identify and drive process improvements related to infrastructure delivery, billing tools, and operational workflows.
Lead cross-functional teams, fostering accountability and alignment with broader program goals.
Take ownership of large capital programs end-to-end, ensuring projects are delivered efficiently and strategically.
Build strong partnerships and influence across all levels of the organization to achieve successful outcomes.

Required Experience

Fluent in English (written and verbal).

Right to work in the United States.

5-7 YOE required in construction-focused Project Management or Program Management

Strong understanding of project budgeting, cost control, and schedule management.

Hand-on experience with contract negotiations, change order management, purchase orders, invoices and RFIs.

Excellent written and verbal communication skills with the ability to engage effectively across teams and stakeholder

Preferred : Background in mission-critical, hyperscale, or heavy civil infrastructure projects

Preferred : PMP certification or equivalent project management credential.

Preferred : OSHA certifications or other safety training.

Preferred : Degree in Construction Management or Engineering

Preferred : Located in VA, SC or GA
