Utility Services Manager

The Utility Services Manager, under limited supervision, performs managerial and technical work for the Union County Water Department. Employee is responsible for the supervision and productivity of assigned crews. Supervision involves overseeing the installation and repair of water / sewer taps, emergency and routine system repairs, water / sewer lines locates, fire hydrant flushing and maintenance, valve exercise and maintenance / repair, cleaning and maintenance of sewer lines, utility right-of-ways maintenance including mowing, and operation of various types of heavy equipment and pumps. Employee will ensure proper and routine preventative maintenance on equipment and assets are completed and ensure all safety policies and procedures are followed. Other duties may require attending training and providing assistance to other areas as needed.

Provides training; evaluates, reviews, and guides employees in routine work activities, including work orders, customer service, and other duties. Supervisory responsibilities include guidance, training, and assigning of routine work to assigned personnel. Reviews citizen concerns and issues associated with water reliability and quality and wastewater services; coordinates with Billing and Customer Service as necessary to resolve. Guides and trains personnel, assigns routine and emergency work, maintains time and attendance records, reviews time cards and submits to Superintendents for approval, monitors employee performance to determine compliance with operating and safety standards and conducts assigned employee performance evaluations. Assists Superintendent with hiring and / or interview process. Ensures employees are trained, equipped, properly evaluated, counseled on performance and maintain certifications. Recommends and initiates corrective measure for trouble / problem situations that may arise; conducts disciplinary actions as required in accordance with the Personnel Resolution. Implements work activity in accordance with priorities. Reviews completed work orders for submission and time expended against work assignments; prepares monthly status reports for submission to Superintendent. Maintains time and attendance records, time expended against job order, and prepares job reports for submission in work order management system. Documents work performed, parts used, job safety assessments, and confined space assessments. Identifies equipment needs for each assigned project; requisitions maintenance supplies, materials and equipment. Generate reports, organize information, and research topics as needed. Supervises assigned staff on the maintenance of water / sewer lines and appurtenances, lift / booster stations operation and maintenance, CCTV inspections / data collection, right-of-way maintenance, valves / hydrants, water quality, locates, taps, repair of sewer laterals, water services, and / or the repair of water / sewer main breaks. Utilizes proper safety precautions related to all work performed, participates in safety meetings, and ensures safety training for assigned staff is completed as required. Provides training on required safety procedures in accordance with County and OSHA policies. Ensures proper safety precautions and housekeeping practices are observed and takes the necessary steps when safety guidelines and / or requirements are not followed. Proficient in the operation of equipment such as dump trucks, excavators, tractors, power tools, and CCTV equipment. Ensures maintenance and repairs of equipment. Serves as back-up ORC (Operator in Responsible Charge) as required. Serves as a back-up for the Superintendent in their absence, performing related duties and responsibilities as needed. Assists the Superintendent during annual budget development. Shares daily workload with Superintendent when needed. May enter and work in Permit Required Confined Space as necessary. Identify the equipment needs for each assigned crew and project; requisitions maintenance supplies, materials and tools as needed. Perform work in emergency situations as required. Reviews and manages contracts, solicits quotes, submits purchase requisitions, and ensures sufficient funding is available. Must work within a fixed budget and manage expenditures. Performs other related duties as assigned.

Qualifications

MINIMUM QUALIFICATIONS

Education and Experience : High School Diploma or an acceptable equivalency diploma (GED), and five (5) years of experience in water / sewer maintenance and operations with a minimum of three (3) years direct supervisory experience; or equivalent combination of education and experience.

Licenses or Certifications : NC Water Pollution Control Collection Systems Grade III Operator or Water Distribution Operator Grade "A" certification or the ability to obtain within 12 months.

Ability to obtain industry standard training and certifications, including, but not limited to, NC DOT approved flagger safety training, Federal OSHA excavation requirements including competent person, confined space, and CPR and First Aid.

Must have a valid Driver's License and be able to maintain a safe driving history as defined by the Union County Vehicle Use Policy.

PREFERRED QUALIFICATIONS

Education and Experience : Associate's degree in Environmental Science, Business Administration, or Public Administration, and seven (7) years of experience in water / sewer maintenance and operations with a five (5) years direct supervisory experience.

Licenses or Certifications : A Distribution Cross Connection or Grade IV Wastewater Collection

NC AWWA-WEA Leadership Academy Level 3, Utility Management Certification, or other Industry Leadership Program

Valid Class "A" CDL Driver's License with Tanker endorsement and ability to maintain a safe driving history as defined by the Union County Vehicle Use Policy.

PHYSICAL DEMANDS

Must be physically able to operate a variety of machinery and equipment including generators, pumps, laboratory equipment, tractors, weed eaters, mowers, pressure washers, trailers, etc. Must be physically able to operate a motor vehicle. Must be able to exert up to 40 pounds of force occasionally, and / or up to 10 pounds of force frequently, and / or a negligible amount of force constantly to move objects. Physical demand requirements are for those for Medium Work.

Work is performed in a dynamic environment that requires the need to be sensitive to change and responsive to changing goals, priorities, and needs. Work performed in all types of weather.
