Contract Manager

This is a professional role responsible for creating, reviewing, executing, and managing City contracts and agreements. The position serves as a primary point of contact for City staff and outside parties on contractual matters, ensuring compliance with City policies and procedures while supporting the effective administration of all agreements. The position supports the Contract Management section of the Purchasing and Contract / General Services Department, reporting to the Director via the Contract Manager.

Duties and responsibilities include :

  • Draft, evaluate, execute, and manage City contracts and agreements.
  • Serve as a point of contact for City staff and external parties on contractual matters.
  • Maintain accurate records, including exhibits, amendments, and change orders.
  • Coordinate contract requests are completed correctly by users, and all information is provided as required by Agiloft and / or OpenGov contract management software.
  • Determine appropriate contract type, scope, and cost; recommend changes when needed.
  • Maintain updated with current information on all contract templates.
  • Coordinate contractual insurance requirements with Risk Management and vendors.
  • Coordinate legal contractual requirements with Legal Department and vendors.
  • Provide guidance and training to project managers and staff on contract procedures.
  • Assist Contract Manager with developing and improving contract management policies.
  • Provide weekly written reports and / or updates using the report format established by management, which includes, but is not limited to, information on contract due dates, updates on progress to execution.
  • Monitor contract timelines to prevent lapses and ensure timely renewals.
  • Communicate executed contracts to relevant stakeholders to support implementation.
  • Ensure that executed contracts are uploaded to Agiloft and / or OpenGov contract management software, with all corresponding documentation included.
  • Assist with preparing documentation for City Commission approval and uploading contracts to Granicus as required.
  • Perform other related duties as required.

Qualifications include :

  • Bachelor's degree in Business Administration, Public Administration, Finance, Business Law, or a related field from an accredited university; and two (2) years of experience within the last five (5) years of continuous work in contract management.
  • Or forty (40) credit hours of college from an accredited institution relevant toward an Associate of Science or Arts degree (Business Administration, Public Administration, Finance, Business Law, or related field); and a minimum of four (4) years of work experience within the last eight (8) years of continuous work in a contract management position with a public institution.
  • Experience in public / governmental contract administration and management.
  • Familiarity with large-scale purchasing methods (ITB, RFP, RFQ, RLI) across a wide range of commodities and services.
  • Experience using Contract Management Software such as OpenGov or Agiloft preferred.
  • Demonstrated ability to prepare forms, logs, and reports accurately and maintain mathematical accuracy in calculations.
  • Proven capability to follow directions, meet timelines, and work independently with minimal supervision.
  • A comparable amount of training and experience may be substituted for the minimum qualifications.
  • Licenses and certifications include :

  • Valid Florida Driver's License required.
  • Notary Public certification preferred.
  • Certification as a Purchasing Professional (CPP) or related Supply Chain certification is preferred.
  • Key competencies include :

  • Strong attention to detail with the ability to identify errors in forms, scopes, and documents.
  • Clear and concise communication skills, both oral and written.
  • Persuasive and effective communication skills.
  • Proficiency in Microsoft Word, Excel, and PowerPoint.
  • Ability to manage tasks independently, ensuring precision and adherence to deadlines.
