Under the direction of the Administrative Coordinator, the Zoning Administrator is responsible for supervising and managing department staff engaged in Zoning & Sanitation, and Comprehensive Planning.
Manages and directs the functions, priorities, outcomes and performance of personnel in the areas of Zoning & Sanitation, and Planning. Monitors all department activities and job outcomes to assure compliance with organizational policies, statutes and laws. Assigns and monitors staff job duties; handles the discipline of direct reports; conducts performance assessments per County policy, and other personnel actions.Oversees the development and implementation of County Comprehensive land use plans. Provides guidance, direction, advice and assistance to municipalities requesting assistance with planning and development issues. Presents recommendations to various Boards, Commissions or at public hearings. Confers with government officials and others to assure planning objectives and activities are consistent with associated regulations.Prepares required grant applications and oversees the management of grant funds.Prepares the department's annual report. Recommend and present budgetary and capital improvement requests for the department.Provides information and assistance to the public concerning their questions, concerns and interpretation of County ordinances, codes and statutes pertaining to land use, and zoning concerns. Answers questions concerning the construction or improvement of property, and purchase of property as it pertains to the codes / statutes / ordinances.Directs, supervises and coordinates the work activities within the various sub-departments. Assigns work, determines work priorities, provides training and assistance to staff, assists staff in code / ordinance interpretation, and initiates and makes recommendations to the Administrative Coordinator concerning personnel actions for assigned staff.Prepares and processes zoning petitions, map amendments, conditional use permits, variances and appeals. Coordinates any public notices, meeting agendas, and public hearings as required by statute. Serves as Secretary to the Board of Adjustment, and Planning, Development & Zoning Committee to enforce all decisions and orders.Collaborates with and assists town zoning committees and towns in updating their zoning maps, revising forms and materials for enforcement of ordinances, assists in formulating and implementing amendments, ordinance changes or drafts for the County Board to consider.Provides technical assistance, interpretation and advice to County officials, Boards or committees. Provides and reviews maps, charts, plans and applications for zone changes, conditional use permits and variances.Reviews permit applications and issues permits in accordance with County codes and ordinances and state administrative codes and statutes. Investigates complaints and / or violations of County ordinances and determines appropriate enforcement actions to address violations.Collaborates with and assists other department staff in the development and implementation of land management, farmland preservation, soil conservation, or comprehensive planning activities.Works and collaborates with representatives of various local, state or federal agencies (e.g. Department of Natural Resources, State Division of Public Health, Department of Safety and Professional Services, Army Corp of Engineers) in matters pertaining to land use.Performs other duties of a comparable level or type, as required.Work Requirements :
Bachelor's Degree in Natural Resources, Land Use, Environmental Health, Planning, Resource Management or related field.Five years of directly related experience in the administration and code enforcement of land use and zoning codes ordinances.Valid Wisconsin driver's license.
