Assistant Director of Treatment and Systems Support

The Bureau of Alcohol and Drug Use Prevention, Care, and Treatment (BADUPCT) works to close gaps and reduce overall morbidity and mortality related to alcohol and substance use among New Yorkers. BADUPCT develops, implements, and evaluates interventions and prevention strategies through contracting of treatment, recovery and support services; policy analysis and development; epidemiology and surveillance; dissemination of treatment and management guidelines; harm reduction initiatives; public and provider outreach and education; and community involvement and interagency collaboration. The Bureau amplifies the voices of those most impacted and focuses on inequitable structural, social, service, and communication factors that drive disparities.

Job Duties and Responsibilities

Reporting to the Director of the Prevention and Treatment Systems Support Unit (PTSSU), the Assistant Director of Treatment and Systems Support will assist in the operational aspects of PTSSU oversight, under general direction, with very wide latitude for the exercise of independent judgement and initiative. You will be responsible for providing support, oversight, and direction in consultation with PTSSU Director to an experienced team of managers engaged in analytical work pertaining to evidence-based programs and budget.

  • Collaborate with PTSSU Director to develop evidence-based and data-informed initiatives that integrate the substance use continuum of care, ensuring alignment with Bureau and DOHMH goals.
  • Manage projects related to provider and community engagement, designing, disseminating, analyzing and reporting on project outcomes using quantitative analysis, cost analysis and other research techniques.
  • Supervise Program Consultant staff, who are experienced managers that oversee contracted programs across the substance use care continuum.
  • For the PTSSU Dashboard, assist staff in utilizing data collected from surveys, site visits, program engagement, monitoring of trends and to conduct need assessments in order to develop targeted strategic technical assistance for individual providers.
  • Support PTSSU Director in the development of procedures, program scopes of work, standardized reporting and data collection formats for contracted providers and new initiatives.
  • Oversee, monitor and track staff utilizing the New York State Office of Alcoholism and Substance Abuse Services (OASAS) data systems to monitor performance by reviewing OASAS performance indicators, program audits and management plans.
  • Lead Quality Improvement (QI) project oversight to support unit staff in their work with provider agencies about process improvement and in collaboration with the Director of Care Innovation and Quality Improvement.
  • Reviewing and reporting on overdose mortality data to community stakeholders and advisory boards.
  • Support PTSSU Director in managing NYS Office of Addiction Services and Supports (OASAS)-funded portfolio of contracted providers, including the review of program budgets, complex fiscal procedures, and analysis of budget actions such as funding requests.
  • Provide leadership and direction for Annual Provider Meeting and other provider engagement educational opportunities that promote evidence-based practices, such as Office Hours, Listening Sessions, or Learning Collaboratives.
  • Other duties or tasks may be assigned on an as-needed basis

Preferred Skills

  • Extensive knowledge of and experience with New York City's substance use service systems
  • Ability both to understand and explain quantitative and qualitative data
  • Robust knowledge of public policies pertaining to substance use and government agencies' (city and state) roles in supporting substance use prevention, care, and treatment
  • Highly developed management, analytical, and motivational skills
  • Proven track record building cohesive and productive teams; ability to work effectively with diverse team and remain highly organized
  • Strong managerial skills
  • Evaluates methods, procedures, and data obtained from scientific investigation.
  • Studies and evaluates literature in the scientific field of specialization. Skilled in writing papers on research results or findings for publication.
  • Experience in contract management
  • Proficiency in Microsoft Office.

    Qualifications

    1. For Assignment Level I (only physical, biological and environmental sciences and public health) a master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health. To be appointed to Assignment Level II and above, candidates must have :

  • 1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • 2. A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • 3. Education and / or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
  • NOTE : Probationary Period Appointments to this position are subject to a minimum probationary period of one year.
