Deputy Chief of Staff

Reporting directly to the First Deputy Commissioner / Chief of Staff, the Deputy Chief of Staff exercises wide latitude for independent judgment and decision-making in support of the agency's mission. In this capacity, the Deputy Chief of Staff plays a critical role in assisting the Chief of Staff with advancing strategic priorities, coordinating complex initiatives, and fostering effective collaboration across executive leadership, agency divisions, and external partners, all in support of the Chief Medical Examiner's vision.

Responsibilities include, but are not limited to :

  • Assisting the Chief of Staff in developing, coordinating, and implementing strategic initiatives, policies, projects, and collaborations across internal divisions and external stakeholders.
  • Coordinating and facilitating cross-divisional projects; providing recommendations to maximize efficiency in the use of staff, resources, and space.
  • Monitoring and evaluating key performance metrics to identify areas for improvement and priority action; overseeing preparation of the Mayor's Management Report.
  • Planning and managing executive, interagency, and Mayor's Office meetings, including agendas, briefing materials, and presentations.
  • Serving as OCME's liaison for inter- and intra-agency meetings, convenings, and working groups; cultivating partnerships, initiatives, and policies as directed.
  • Monitoring pending legislation, advising the Chief of Staff on potential operational impacts, and drafting or proposing legislation as needed.
  • Serving as liaison to the Deputy Mayor for Health and Human Services team and other intergovernmental liaisons.
  • Supporting crisis and incident management by coordinating rapid responses during emergencies or high-profile events, ensuring timely communication and operational continuity.
  • Developing systems to track deliverables and progress on strategic initiatives; preparing updates for executive leadership and oversight entities.
  • Drafting, reviewing, and responding to internal and external communications, including memos, reports, background documents, and presentation materials.
  • Identifying opportunities to improve processes, streamline workflows, and enhance organizational productivity.
  • Overseeing special projects assigned by the Chief of Staff, often involving sensitive or confidential matters.
  • Arranging and coordinating agency tours, events, and public engagements, including scheduling, logistics, and preparation of briefing materials.
  • Attending community meetings, public programs, and events where OCME is expected to be present, representing the agency and ensuring follow-up on issues or commitments.
  • Assisting with onboarding, mentoring, and supporting staff within the Chief of Staff's office and other areas supporting the Executive Leadership Team to ensure alignment of administrative and programmatic functions.
  • Providing support to the First Deputy Commissioner / Chief of Staff in their role supporting the Chief Medical Examiner and the Office of the Chief, to ensure alignment of priorities and effective execution of executive directives across divisions.
  • Representing the Chief of Staff in his absence.
  • Maintaining 24 / 7 / 365 availability to respond to urgent agency matters.
  • Performing additional duties as assigned.

Qualification Requirements :

1. A master's degree from an accredited college in Library Science, Archival Science, American History or Political Science or a related area, plus four years of full-time professional experience in a governmental archives, records management center or library complex, 18 months of which must have been in a supervisory, administrative, consultative, managerial or executive capacity; or

2. Education and / or experience equivalent to "1" above. However, all candidates must have a master's degree and the 18 months supervisory, administrative, consultative, managerial or executive experience as described in "1" above.
