This position is located in Localized Eligibility Processing (LEP) in Region 3 Counties (Allendale, Beaufort, Berkeley, Calhoun, Charleston, Colleton, Dorchester, Hampton, Jasper, Orangeburg). Are you the One? We are looking for an Eligibility Coordinator II who under the direct supervision of the Regional Director, performs independently the routine and complex duties related to the job. Supervises Medicaid Eligibility Supervisors, Senior Workers and designated staff upon assignment, Responsible for coordinating all county eligibility activities to ensure access to and timely processing of applications and reviews. Coordinates all personnel activities, stays abreast of all personnel policies and procedures. Responsible for ensuring quality assurance corrective actions plans are submitted by deadlines and assists with the coordination all eligibility and professional training. Demonstrates positive, cooperative and professional relationships and customer service with staff, co-workers, customers, providers, administrators, the general public, and all stakeholders. Responsible for managing employee time and attendance according to the S.C. Department of Health and Human Services (The Department) Time and Attendance Policy.
Performs fundamental supervisory and leadership functions in accordance with Department policies and procedures, best practices and Federal and State rules and regulations, especially with regard to Equal Employment Opportunity Commission (EEOC) standards. Maintains effective organizational team and motivates diverse staff to accomplish mission critical operations and objectives. Promotes workforce engagement.
Coordinates all personnel activities to ensure accountability, appropriateness and accuracy of DHHS personnel policies & procedures, including but not limited to, interviewing / selecting potential employees; progressive disciplinary policy, employee performance management system, attendance & leave policy, and coordinating training.
Coordinates all county eligibility activities to ensure access to and timely processing of applications, reviews and changes. Ensures consistent / correct application and compliance with Medicaid Eligibility policies and procedures. Writes and monitors Quality Assurance corrective action plans by specified deadlines. Coordinates eligibility and professional training.
Acts as liaison with our Outstation Medicaid Worker Program (OMWP) contract providers, community organizations, managed care organizations and committees related to health and social welfare activities.
Upon assignment assist and / or perform special regional duties and / or assignments with county supervisors and / or staff within the region.
Attends and ensures all staff attend Emergency Preparedness / Red Cross training. Coordinates / monitors shelter duty responsibilities for staff. Participates in shelter duty as assigned. Submits Emergency Preparedness / Shelter Duty roster by assigned due date.
Attends meetings / trainings and prepares reports. Performs other duties as assigned.

A bachelor's degree from a college or higher institution recognized by the U.S. Department of Education & Council for Higher Education (CHEA) and a combination of four (4) years of social service or management experience. An equivalent combination of education and experience may be considered with prior State Human Resources approval. Additional Requirements :
Position requires an extensive knowledge of federal and state law related to Medicaid policies and procedures. Interprets rules and regulations. Adheres to all applicable federal, state confidentiality and HIPPA rules and regulations. Ability to maintain confidentiality. Ability to establish and maintain effective working relationships with necessary agencies, organizations and interested public or private groups. Ability to identify and effectively utilize resources available in the community to accomplish objectives. Must have excellent customer service skills and ability to communicate orally and in writing. Ability to prepare comprehensive reports. Interview and gather facts. Ability to effectively manage and lead a diverse team of senior employees, especially in periods of transition. Ability to successfully function in an ever-changing environment.
