Goshen is seeking a Licensed Independent Mental Health Practitioner (LIMHP) to serve as the Clinical Oversight Specialist for our Developmental Disabilities program. This position provides clinical direction and oversight to ensure that individuals supported by the agency receive services that meet both clinical and regulatory standards, particularly those under the RISK Agreement with Nebraska DHHS Division of Developmental Disabilities (DDD). The Clinical Oversight Specialist ensures quality assurance, mitigates clinical risks, and supports compliance with state and federal requirements.

Essential Duties and Responsibilities :

  • Provide clinical review and oversight for individuals receiving services under the RISK Agreement, ensuring implementation of person-centered service plans that address high-risk needs.
  • Serve as the agencys clinical lead for coordination with DHHS DDD, particularly regarding high-risk individuals requiring enhanced monitoring or intervention.
  • Evaluate behavioral and mental health needs of clients and develop or review individualized support plans (ISPs), positive behavior supports, and crisis plans.
  • Conduct or oversee functional behavior assessments (FBAs), safety assessments, and risk mitigation strategies.
  • Ensure compliance with Nebraskas Developmental Disabilities Services Act, Medicaid waiver requirements, and applicable professional and ethical standards.
  • Collaborate with interdisciplinary teams including Behavior Specialists, QDDPs, Direct Support Professionals (DSPs), and guardians.
  • Participate in and document required monthly reviews of individuals identified under the RISK contract, ensuring recommendations are timely and implemented.
  • Conduct clinical audits and reviews of documentation for quality assurance and regulatory compliance.
  • Provide training and support to staff on behavior management, trauma-informed care, and clinical best practices.
  • Maintain confidentiality and comply with HIPAA and other relevant regulations.

Minimum Qualifications :

  • Current Nebraska LIMHP license in good standing (required).
  • Masters degree in psychology, counseling, social work, or related behavioral health field.
  • Minimum 2 years of experience providing clinical services to individuals with developmental disabilities, preferably in community-based settings.
  • Knowledge of Nebraska Medicaid waiver services, especially regarding the RISK Agreement protocols.
  • Experience with positive behavioral supports and trauma-informed practices.
  • Proficient in documentation and electronic health record (EHR) systems (e.g., Therap, Evolv, etc.).
  • Strong organizational, communication, and leadership skills.
  • Preferred Qualifications :

  • Training or certification in Applied Behavior Analysis (ABA) or Positive Behavioral Supports.
  • Previous experience in a provider agency with RISK contract individuals.
  • Experience with regulatory audits or working directly with DHHS DDD.
  • Familiarity with CMS HCBS Final Rule and person-centered planning.
  • Working Conditions :

  • Travel within Nebraska may be required.
  • On-call availability for clinical consultation may be required.
  • Hybrid work model may be considered based on agency needs.
