I.  DESCRIPTION OF SERVICES

Texas Health and Human Services Commission requires the services of  1 Systems Analyst 3 , hereafter referred to as Candidate(s), who meets the general qualifications of  Systems Analyst 3, Applications / Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission .

Understands business objectives and problems, identifies alternative solutions, performs studies and cost / benefit analysis of alternatives. Analyzes user requirements, procedures, and problems to automate processing or to improve existing computer system : Confers with personnel of organizational units involved to analyze current operational procedures, identify problems, and learn specific input and output requirements, such as forms of data input, how data is to be; summarized, and formats for reports. Writes detailed description of user needs, program functions, and steps required to develop or modify computer program. Reviews computer system capabilities, specifications, and scheduling limitations to determine if requested program or program change is possible within existing system.

The data administrato r is required to possess comprehensive expertise in Oracle, AWS, and cloud-native architecture. This position is dedicated to modernizing legacy systems, implementing modular and scalable data solutions, and supporting HHSC transformation objectives. Responsibilities include optimizing database performance, maintaining secure deployments in the cloud, and facilitating collaboration among cross-functional teams to enable agile delivery and uphold architectural governance. Furthermore, the data administrator plays a critical role in ensuring secure, accurate, and efficient management of data across both legacy and updated systems.

II.  CANDIDATE SKILLS AND QUALIFICATIONS

Experience in data architecture, data modeling, and data warehousing.

Proficient in Oracle Database architecture, administration, and performance tuning

Hands-on experience with Oracle RAC (Real Application Clusters) configuration and management

Strong knowledge of data architecture principles and best practices.

Proficient in writing complex SQL, PL / SQL, procedures, and performance-optimized queries

Required

Strong knowledge of Oracle Data Guard and high availability / disaster recovery strategies

Required

Familiarity with cloud-native database services and PaaS offerings

Required

Experience in database backup, restore, and recovery operations using RMAN

Required

Proficiency in cloud infrastructure management, including understanding of cloud-based data storage options, cloud security considerations, and best practices for deploying applications in the cloud.

Required

Develop and maintain enterprise data models, data warehouses, and data lakes to support analytics and reporting.

Required

Evaluate and integrate emerging technologies such as AI, machine learning, and big data analytics in healthcare.

Ability to work in DevOps environments with CI / CD pipelines for database changes

Experience transforming monolithic, on-premises data structures to microservice-aligned schemas

Experience with structured Enterprise Architecture practices, hybrid cloud deployments, and on-premise-to-cloud migration deployments and roadmaps

Strong communication skills, with the ability to explain complex technical concepts to a non-technical audience.
