Summary / Objective
The Program Quality & Training Lead is responsible for building and managing comprehensive compliance systems that support staff development, licensure maintenance, and operational integrity. This role ensures that Kutamani meets or exceeds state licensing (IBHS), payor, and accreditation requirements. The Lead oversees training programs, monitors documentation and credentialing, and
develops dashboards and reports that drive data-informed decisions.
Essential Job Duties :
Training & Workforce Development
- Develop and oversee onboarding and training programs for all positions (BHT, RBT, BCBA, Administrative).
- Maintain and publish a training calendar including mandatory, annual, and role-specific training (HIPAA, Mandated Reporter, Safety Care, CBH, etc.).
- Track training completions, renewals, and certifications; send proactive reminders at 45, 30, and 14 days before expiration.
- Facilitate and / or coordinate new hire orientation sessions and in-person onboarding (collect IDs, distribute tablets, etc.).
- Evaluate training effectiveness and recommend improvements based on staff feedback and compliance data.
- Maintain training and credential trackers in Central Reach or designated HR systems.
Compliance & Quality Assurance
Maintain and monitor compliance with all PA IBHS, CBH, and insurance payor requirements.Track and manage clearances, licenses, and credentials (Child Abuse, FBI, PA Criminal, Mandated Reporter, etc.).Oversee Sign Well and other documentation systems to ensure timely completion of all required forms (e.g., ITPs, assessments, supervision notes).Conduct periodic internal audits and mock reviews to ensure readiness for licensing visits and payor audits.Develop corrective action plans when deficiencies are identified and follow up to confirm completion.Serve as the liaison with state auditors, payors, and agency partners during compliance reviews.Review all invoices and ensure fidelity.Dashboard & Data Management
Oversee the Staff and Caseload Dashboards to ensure accurate reflection of onboarding progress, caseload assignments, and compliance status.Update client authorizations, staffing changes, and location data within Central Reach and Kutamani trackers.Generate and share weekly and monthly reports summarizing :o Training and compliance status
o Open and filled caseloads
o Credential expirations
o Audit findings or risks
Identify trends in staffing, performance, and compliance to inform operational planning.Administrative Operations
Manage personnel files and credential documentation in alignment with HR and licensing requirements.Partner with the HR & Operations Teams to ensure onboarding, offboarding, and file retention comply with Kutamani policy and PA employment law.Streamline compliance workflows for efficiency, transparency, and accountability.Provide administrative support for staff scheduling, authorizations, and internal reporting.Qualifications
Required :
Bachelor’s degree in human services, Education, Psychology, or related field.Minimum of 3 years of experience in compliance, quality assurance, or training within an IBHS or ABA organization.Strong knowledge of PA IBHS regulations, DPW / OMHSAS standards, and Medicaid / CBH documentation.Proficiency with Central Reach, Microsoft Excel, and other HR / EMR systems.Exceptional attention to detail, organizational skills, and follow-through.Preferred :
Master’s degreeExperience leading compliance audits or training programs within behavioral health or ABA settings.Familiarity with HR and licensing requirements for Pennsylvania providers.EEO Statement :
