Job Description
SkillSetGroup is seeking a General Manager to work in the Merced / Modesto, CA area. This position will be oversee all operational, financial, and regulatory aspects of the water company. This role combines technical expertise with leadership and public representation, ensuring compliance with state requirements while maintaining sustainable water delivery to landowners. The General Manager will manage a $9,000,000 annual budget and serve as the primary representative of the company in public hearings and regulatory discussions.
Key Responsibilities
Operations Management
- Manage daily operations of water delivery, including pumping and surface water systems.
- Oversee maintenance of electrical systems, pumps, actuators, and valves.
- Ensure water is delivered reliably and efficiently to meet agricultural needs.
Regulatory Compliance & Reporting
Maintain accurate water quantity reporting .Ensure compliance with the State Water Resources Control Board .Implement requirements of the Sustainable Groundwater Management Act (SGMA) and coordinate with the local groundwater agency formed under SGMA in the past decade.Represent the company at regulatory panels and public hearings, advocating for ownership interests.Financial Planning & Administration
Lead budgeting, financial planning, and bookkeeping processes.Manage and report on the company’s $9M budget , ensuring transparency and accountability.Oversee member billing, collections, and cost allocation.Provide detailed financial reports and recommendations to the Board of Directors.Leadership & Representation
Provide vision, leadership, and strategic planning for sustainable water use and long-term company growth.Act as the primary spokesperson for the company with government agencies, panels, and the public.Build and maintain strong relationships with landowners, stakeholders, and external partners.Lead Board discussions on planning, budgeting, and water sustainability.Qualifications
Bachelor’s degree in Engineering, Water Resource Management, Environmental Science, or related field (or equivalent experience).7–10+ years of experience in water systems management, engineering, or agricultural operations.Strong knowledge of California water law , SGMA, and State Water Resources Control Board requirements.Demonstrated experience managing budgets of $5M+ with financial planning and bookkeeping oversight.Technical expertise in pumps, electrical systems, valves, and actuators .Strong leadership, communication, and advocacy skills for representing the company in hearings and negotiations.Bilingual in Spanish strongly preferred.Compensation
Salary : Competitive, expected range $100,000–$150,000 annually , commensurate with experience.Benefits package to be determined based on candidate qualifications.
