Program Manager
The Program Manager plays a critical leadership role in overseeing the daily operations of workforce development programs. This position ensures program compliance, staff performance, and successful participant outcomes. The Supervisor will manage a team of Career Development Coordinators and collaborate closely with leadership to drive strategic initiatives, maintain funding compliance, and support youth and adult participants in achieving self-sufficiency.
Key Responsibilities :
- Program Oversight & Compliance
- Ensure all program activities align with county, state, and federal regulations, including WIOA guidelines.
- Monitor intake, eligibility, assessments, service plans, and career pathway documentation for quality and compliance.
- Conduct regular file reviews and audits to ensure accuracy and completeness.
- Oversee participant progress from outreach through retention and advancement.
- Staff Supervision & Development
- Supervise Career Development Coordinators and other assigned staff.
- Conduct weekly team meetings and one-on-one check-ins to support staff performance.
- Delegate responsibilities and provide guidance to meet or exceed performance standards.
- Review staff performance and recommend corrective actions or professional development as needed.
- Coordinate and facilitate training to ensure staff are equipped to deliver services effectively.
- Reporting & Communication
- Complete and submit all required weekly / monthly reports to funders and partners.
- Maintain project plans and reporting documentation to ensure timely communication and delivery.
- Facilitate meetings with partners and stakeholders to promote collaboration and transparency.
- Strategic & Financial Collaboration
- Partner with the Project Director and Project Accountant on budgeting, forecasting, and financial sustainability.
- Support contract management, program development, and business development efforts.
- Community Engagement
- Represent the organization at partner meetings, community events, and funding-related engagements.
- Promote full and frequent communication with external partners and internal teams.
- Establish new partnerships to expand youth access to resources and support the achievement of program performance goals.
- Other Duties
- Resolve operational issues and conflicts as they arise.
- Participate in the development and maintenance of standard operating procedures.
- Perform other duties as assigned.
Qualifications :
Bachelor's degree in Business, Management, Human Services, or a related field; or equivalent work experience.Minimum of 23 years of experience in WIOA or similar workforce development programs.At least 3 years of supervisory experience, or an equivalent combination of education and experience.Demonstrated leadership, organizational, and interpersonal skills.Strong commitment to customer-focused service delivery.Proficiency in Microsoft Office Suite (Word, Excel, PowerPoint, Outlook).Bilingual (English / Spanish) preferred.Valid driver's license in good standing and proof of automobile insurance required.Friendly and professional demeanor; staffing experience preferred.Ability to work independently and collaboratively in a fast-paced environment.
