Contract Specialist - Essential Functions
Overview :
The Contract Specialist is responsible for overseeing procurement processes, ensuring compliance with federal regulations, and managing contract administration. The level assigned will depend on the individual's experience and credentials.
Core Responsibilities (Applicable to all levels) :
- Prepare solicitation documents and manage the procurement process.
- Receive, record, and review offers and modifications.
- Conduct cost / price analysis, participate in negotiations, and document fair and reasonable pricing.
- Maintain official contract files, ensuring compliance with federal and GSA procurement regulations.
- Process contractor invoices, resolve payment discrepancies, and perform closeout actions.
- Manage the placement and administration of both simplified acquisitions and formal contracts.
- Handle high-dollar transactions and maintain records in accordance with regulatory standards.
Essential Qualifications by Level :
Contract Specialist – Senior Level
Minimum of 15 years of federal contracting experience, with a preference for construction project expertise.Must possess FAC-C, DAWIA, or GS-1102 certifications.Bachelor’s degree required (Degree requirement may be waived with extensive experience).Prior federal employment in contracting is preferred .Contract Specialist – Level IV
Minimum of 8 years of federal contracting experience, with construction project experience highly desirable.Preference given to candidates with FAC-C, DAWIA, or GS-1102 certifications .Bachelor’s degree or procurement certifications required .Contract Specialist – Levels II & III
Minimum of 5 years of government contracting experience.Construction project experience preferred.Special consideration given to candidates with FAC-C, DAWIA, GS-1102 certifications .Must have 24 credit hours in business courses from an accredited college.Conditions of Employment
