KBR maintains and manages Army prepositioned stocks at the Army Field Support Battalion - Charleston (AFSBn-CHS) land site to include all logistics and maintenance operations. The KBR APS-3 Program is managed and executed at Goose Creek, S.C. in support of the Army's power projection doctrine and resources. The contract provides maintenance of APS-3 stocks (Class II, III, IV, VII, IX) to ensure that unit sets stored and maintained at optimal readiness. KBR provides limited maintenance and supply support to ensure that equipment sets are maintained in a ready condition for emergency issues to operating units at the direction of the US Army. KBR also provides maintenance services and logistical support for other Army programs IAW individual scope of work contract requirements.

KBR executes a contract for the US Army to provide Maintenance and Logistics services for the Army's War Stock set #3 (APS-3) at the Army Field Support Battalion - Charleston, located on Joint Base Charleston Naval Weapons Station. The Maintenance Department consists of 180-210 employees in nine maintenance shops across 12 facilities and provides Field Level Maintenance on the full spectrum of combat and tactical equipment assigned to the program.

The Maintenance Technical Analyst serves as the contractors MTR (Maintenance Technical Representative) who receive assignments or technical direction from the Maintenance Manager and abides with guidance provided by the U.S. Army / local government sources. This person performs in-depth research and analysis of workload requirements to assist with forecasting and planning of warranty, safety message, and modification work order parts and other compliance needs. This person will periodically observe and critique maintenance activities and associated documentation for verification of compliance with the application of provided procedures to ensure proper, accurate, and consistent data reporting. This person vigorously enforces the standards for validation of disposition turn-in documents, and using applicable forms, prepares deviation and waiver submissions to be presented to the customer as required. This person will coordinate and schedule maintenance actions with external contractors to facilitate warranty repairs as required.

The Maintenance Technical Analyst is the curator for all technical information and administrative publications relating to maintenance support requirements not readily available through the Technical Librarian. This person standardizes cataloging of reports, manuals, and related technical material concerned with work methods, procedures, installation, operation, and maintenance of equipment. This person will actively monitor relevant publication sites and is responsible for providing timely notification of changes in technical direction. Additionally, this individual will participate in drafting materials regarding recommended improvements of work methods and procedures.

Roles and Responsibilities

• Technical Research - Access and utilization of multiple Apps, websites, documents and SOP's.
• EMS NG - Electronic Interactive TMs.
• IADS - Electronic Interactive TMs.
• ETM / IETM App - Within LOGSA (LIW). Single use or download up to date TMs / IETMs.
• UTAP - Unit Training Assistant Program (equipment training website)
• APD - Army Publishing Directorate (ARs, DA PAMs, DOD FORMS, etc.)
• LOGSA (LIW) - Multiple Applications
• Safety Message Coordinator - Guidance provided with MWO / SMG SOP. Creation, Update & Provision of APS-3 Form MT-30 as well as utilization of MMIS app within LOGSA and TULSA website required for this duty.
• Disposition Coordinator - Validate and submit equipment code-out documentation to Operations dept. Access for TM / IETM, APD, LOGSA, AWRDS and FEDLOG required.
• MWO Coordinator - Guidance provided within MWO / SMG SOP. Provision of DA FORM 2408-5 and utilization of the MMIS app within LOGSA is also required for this duty.
• Deviation / Waiver Coordinator - Work Instruction for filling out form is undocumented. Access and utilization of the ETM / IETM app within LOGSA and utilization of the APD website are required for this duty.
• Controlled Exchange Coordinator - GCSS-Army access rights required.
• DA FORM 2408-4 Coordinator - Access and utilization of the TULSA Weapons Card link required.
• AOAP Coordinator - AOAP rights required. Access and utilization of AOAP App within LOGSA required. Requires AOAP Monitor test / cert to submit samples to Lab.
• Warranty Coordinator - Required to create and maintain a database of warrantors as new equipment is received into the program. Also responsible to facilitate planning with external contacts for performance of contractor required warranty repair actions.
• Additions and Add-on's - Download electronic copy of PS MAG, HIP TIMES, HMMWV Newsletter, etc. as they are made available. Post to the Shared Drive and notify all personnel. Save and post all solutions to issues not found by "normal" means, to include email replies from Item Managers office, local GOV and / or LAR. SOP revisions and updates.
