Human Resources Analyst-Benefits

The purpose of this position is to provide a variety of professional and compliance duties for the Human Resources department including full benefits and retirement administration, FMLA and ADA Title I administration, and leaves of absences for the City of Concord.

Essential Duties and Responsibilities :

  • Building relationships and maintaining contact with broker, benefit vendors, and state retirement system.
  • Interface with employees for questions regarding eligibility, enrollment, changes, and claims issues related to City sponsored benefit plans.
  • Process paperwork and system updates for benefits enrollments and changes.
  • Work in conjunction with Benefits Manager and other staff to lead the planning, benefit plan development, scheduling, and execution of annual Citywide Open Enrollment.
  • Conduct new hire orientation benefits presentation.
  • Maintain system administrator rights on all benefit vendor websites. Utilize electronic tools for tracking, updating, and reporting where available. Troubleshoot system issues with vendor and technology as needed.
  • Interface with employees for all stages of the retirement process as well as processing paperwork related to retirements.
  • Administer FMLA and ADA(AA) procedures with staff and medical providers as needed.
  • Interact with employees face-to-face, by phone and in writing related to eligibility, determinations, and parameters.
  • Interface with doctor's offices for medical information needs preparing, providing, clarifying, receiving, and processing related paperwork timely.
  • Maintain all information related to benefits and leaves with the highest level of confidentiality, integrity, and by HIPAA and HR departmental standards - ensuring that paperwork is secured and processed only through approved means.
  • Ensure deadlines are met for the production of paperwork according to specific document's required timeframe.
  • Maintain related files and documentation for use as needed within the HR department.
  • Provide approval for payroll processing.
  • Track and report potential escalated issues to Benefits Manager for additional assistance.
  • Staying up-to-date on legislation related to position focus, plan changes, and system procedures.
  • Maintain continuous learning and formal training.

    Knowledge :

  • Human Resources principles and practices;
  • Benefits programs;
  • Applicable local, state and federal laws, rules, and regulations FMLA, ADA(AA), COBRA, HIPAA, ERISA, etc
  • Understanding the process and procedures within the NC Local Government Employees' Retirement System;
  • Research methodologies;
  • Employee relations;
  • Customer service principles.
  • Licensing and Certifications :

  • None Required.
  • Working Conditions / Physical Requirements :

  • Position requires : fingering, grasping, feeling, talking, hearing, seeing and repetitive motions. Position has time pressure demands, requires performing multiple tasks simultaneously, working closely with others as part of a team, and frequent changing of tasks.
  • Sedentary Work : Exerting up to 10 pounds of force occasionally and / or a negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body. Sedentary work involves sitting most of the time. Jobs are sedentary if walking and standing are required only occasionally and all other sedentary criteria are met.
  • Required Skills :

  • Strong time management skills to prioritize work and ensure required deadlines are met;
  • Strong communication skills as applied to interaction with coworkers in handling highly sensitive information related to medical needs / care for employees and their families
  • Strong written communication and attention to detail for accurate and clear communication related to benefits and leaves;
  • Interpreting policies and procedures;
  • Computer systems utilization (Word, Excel, Outlook, FinancePlus, Benefit Management System, proprietary benefit provider administrator sites)
  • Determining appropriate and effective procedures and next steps related to requests;
  • Highest level of maintaining confidentiality; and
  • Highest level of understanding when to involve management in situations which pose a concern or potential liability.
  • Required Experience :

    Bachelor's degree in Human Resource management or related field including benefit and compensation programs, with over three years of experience with benefits, retirement, and leaves including FMLA and ADA processing; or the City may consider an equivalent combination of education and experience sufficient to successfully perform the essential duties of the job.
