Position Overview :
We are seeking a Senior Water Resources Engineer / Project Manager to lead hydrology, hydraulics, stormwater, drainage, water quality, and stream restoration projects. Responsibilities include feasibility studies, design documentation, permitting, and construction support. The engineer will provide technical expertise on watershed studies, MS4 / TMDL programs, and multiple smaller-scale drainage projects.
The role requires advanced H&H modeling, regulatory compliance, and coastal modeling or resilience experience (tidal, surge, shoreline, or sea-level rise). You will manage and mentor staff, supporting technical development and accountability. Strong communication skills and a commitment to technical excellence are essentialalong with a desire for career growth into senior project management roles.
Key Responsibilities :
- Manage mid-sized to large-scale stormwater and water resources projects, including scope, schedule, budget, deliverables, and quality assurance.
- Lead or support engineering analysis on watershed and stormwater projects of varying complexity
- Collaborate with internal teams to develop detailed hydrologic and hydraulic (H&H) models and prepare accompanying technical reports
- Apply both standard and advanced modeling methods and engineering principles across various water resources disciplines
- Engage with internal and external stakeholders, requiring clear and professional communication skills
- Assist in the preparation of construction cost estimates, design drawings, and technical specifications
- Manage and mentor project teams, providing technical guidance, training, and accountability to support staff growth and team performance.
- Provide leadership on MS4 NPDES compliance and TMDL implementation programs, ensuring projects align with regulatory and client expectations.
Qualifications Education :
Bachelors degree in Civil Engineering or related fieldLicensed Professional Engineer (PE) with ability to obtain reciprocity in the state of Texas and MarylandCertified Floodplain Manager (CFM) not required but highly desirableQualifications Experience & Skills :
Demonstrated ability to manage projects or task orders, meet deadlines, and work collaboratively with diverse teams.Minimum of 12-15+ years of professional experience performing H&H modeling, stormwater detention design, FEMA LOMCs, and floodplain mitigation planningHands-on proficiency with some or all of the following models : HEC-RAS (steady, unsteady, and / or 2D), HEC-HMS, InfoWorks ICM, XP-SWMM, and / or ICPR4 (Stormwise)Experience with the application of GIS in H&H modelingExperience supporting MS4 NPDES compliance and TMDL implementation programs.Coastal modeling and resilience experience preferred (e.g., tidal, storm surge, shoreline processes, or sea level rise adaptation).Strong written and verbal communication skills, with the ability to clearly convey technical information to clients and stakeholders.Experience with local, state, or federal clients and knowledge of applicable regulations and permitting processesProven ability to develop strong client and team relationshipsWork Location :
