Salary : Position Overview

The Lead Developer serves as the principal technical architect and senior engineer for the TIBI application, responsible for operations and maintenance of web views, data extracts, reports, and interfaces as defined under PWS Section 6.2. The Lead Developer ensures system stability, implements agile releases, and provides mentorship to junior developers.

Key Responsibilities

  • Lead design, development, testing, implementation, and documentation for web-based and database components.
  • Manage and prioritize tasks through the SD2 ticket tracking system in alignment with agile methodologies (~10 production releases per year).
  • Oversee integration of TIBI with interfacing systems (DSF, DMP, IDEAS, FAMIS, etc.).
  • Support defect resolution, debugging, and system performance optimization.
  • Review and approve software requirements, functional specifications, and test plans.
  • Ensure Section 508 compliance and participate in system demonstrations and training events.
  • Coordinate with the ISSO to ensure all system updates align with RMF and cybersecurity policies.

Qualifications and Experience

  • Minimum 8 years of experience in IT software development and application sustainment.
  • Expertise in VB.NET, C#.NET, Oracle 11g, SQL, XML, and Web Services.
  • Strong understanding of data modeling, business systems analysis, and UI / DBMS integration.
  • Experience developing in DoD or Federal environments with a focus on enterprise-level applications.
  • Proven ability to lead technical teams and mentor junior developers.

    • Required Skills

  • Proficiency in software development lifecycle management tools (e.g., Microsoft Visual Studio, TFS).
  • Familiarity with Agile, DevSecOps, and CMMI Level 3 frameworks.
  • Strong analytical, debugging, and documentation skills.

    • Certification Requirement

  • Active CompTIA Security+ (or CISSP equivalent).

    • Clearance Requirement

  • Active Secret Clearance (final) required at contract award.

    • Salary Range

  • $120,000 $145,000 annually, depending on experience and technical depth.
