Youth Program Manager

Position Title : Youth Program Manager

Department : HHS - Youth

Location : DuPont, WA (On Site)

Reports To : Human Services Director

FLSA Status : Exempt, fulltime

Salary Range : $105,664.00 - $126,776.00 per year

Position Summary :

Accomplishes the Youth Services program objectives by planning, organizing, and managing all functions required to operate and maintain program activities and services. Ensures that program services are provided effectively and efficiently to youth of the Cowlitz Indian Tribe. Honors and represents the mission, vision, values of Cowlitz Indian Tribe, Health and Human Services, and Youth program.

Essential Duties & Responsibilities :

  • Oversees the development and creation of programs and opportunities for youth of the CIT to work with and learn from Elders and other departments.
  • Develops and monitors the implementation of goals and objectives for the program.
  • Establishes, implements, and communicates goals, objectives, policies, and procedures in accordance with program guidelines.
  • Improves staff and volunteer effectiveness by coaching, counseling, training, and recommending disciplinary action for employees; planning, delegating, monitoring, and appraising job tasks and results in a timely manner.
  • Approves time and leave for program staff; submits accurate and timely payroll.
  • Monitors staff time and attendance.
  • Facilitates and / or participates in regular staff and Youth Board meetings to ensure communication between personnel and program-related activities; keeps Board members informed.
  • Develops a volunteer program that aligns with the requirements of CIT HHS and the Indian Child Protection Act.
  • Prepares and submits monthly, quarterly, and annual reports as required according to established timeframes.
  • Monitors and documents grant and contract compliance for youth program.
  • Achieve the financial objectives by exercising control and implementation over the budgetary processes.
  • Secures additional funding and grant monies for continuation and expansion of youth program services and equipment; ensures grant and contract deliverables are achieved.
  • Oversees the provision tutoring services for CIT youth including monitors / tracks the spending at each center; receives reports on progress and attendance of students.
  • Ensures that all Youth Council goals and objectives are met.
  • Recommends all Youth Council proposed travel to Human Services Director.
  • Ensures that all contracts with tutoring agencies are updated annually and maintains communication as point of contact for agencies.
  • Approves plans for networking and gathering events.
  • Oversees all social media messaging through various media platforms, and public service announcements and ensures that they meet standards of CIT and HHS policies.
  • Identifies potential stakeholders and build partnerships with schools, agencies, and other community programs around youth and prevention efforts.
  • Presents and addresses youth issues to the Human Services Director and Assistant Director.
  • Serves as ambassador of the youth program to other departments and other outside community organizations.
  • Conducts annual program evaluation and assessments of program components and staff according to established policies, procedures, and regulations.
  • Maintains professional and technical knowledge by attending seminars, educational workshops, classes, and conferences; reviewing professional publications; establishing networks; participating in professional societies; conferring with representatives of contracting agencies and related organizations.
  • Works with advisory boards and councils to plan and implement new projects.
  • Ensures that a master calendar of all youth program activities and events is updated and maintained on a quarterly basis.
  • Participates in HHS management team meetings.
  • Create and analyze community needs assessments and strategic planning.
  • Contributes to a team effort and accomplishes related results as required.
  • Performs other duties as assigned.

Knowledge, Skills, and Abilities :

  • Knowledge of traditional form of government and tribal customs and traditions.
  • Knowledge of youth programs and community resources for families.
  • Knowledge of applicable federal, state, county and local laws, regulations, and requirements.
  • Knowledge of primary and secondary prevention strategies for youth.
  • Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations.
  • Skill in budget preparation and administration.
  • Skill in operating various word-processing, spreadsheets, and database software programs.
  • Skill in supervising, training, and evaluating assigned staff.
  • Ability to communicate efficiently and effectively both verbally and in writing.
  • Ability to create and present effective speeches and presentations.
  • Ability to follow processes to create new Youth Program policies and procedures where appropriate.
  • Ability to exercise independent judgement.
  • Ability to handle multiple tasks and meet deadlines.
  • Ability to interact and maintain good working relationships with individuals of varying social and cultural backgrounds.
  • Ability to work independently and meet strict timelines.
  • Minimum Qualifications :

  • Bachelor's degree in Native American studies, Human Services, Social Work, Community Based Education, or related field.
  • Four years of experience working with children and youth and families in a community-based setting, program or organization, Tribal preferred.
  • Two years supervisory experience / personnel management.
  • A combination of post high school education and experience may be used to meet total qualification requirements. Experience refers to paid and unpaid experience, including volunteer work. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Note : A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment or volunteerism.
  • Strong knowledge and engagement of Cowlitz / Coast Salish tribal culture preferred.
  • Obtain and maintain a Food Handlers permit, First Aid and CPR cards within 30 days of employment.
  • Valid driver's license is required when driving vehicles for work-related purposes.
  • Must be able to successfully pass a background screening / investigation according to the established requirements below.
  • Tribal preference in accordance with Cowlitz Indian Tribe Code and CIT Employee Policies and Procedures Handbook shall apply to all positions. All positions are required to adhere to CIT's established safety policies regarding vaccine requirements and personal protective equipment (PPE).

  • Physical Demands :

    While performing the duties of this job, the employee regularly is required to sit; use hands to finger, handle, or feel; and talk or hear. The employee occasionally is required to stand; walk; and reach with hands and arms.

    Work Environment :

    Work is generally performed in an office or outdoor setting. Exposure to moderate noise when working at youth camps and gatherings. Exposure to natural weather conditions and dust, fumes, airborne particles and / or allergens may occur while performing outdoor duties. Tight time constraints and multiple demands are common.
