Director of Budget and Performance Management

Job Summary : Under the oversight of the Assistant City Manager, leads and manages the activities of the Office of Budget and Performance Management including : oversees the preparation and implementation of the annual budget process; ensures that all funds are structurally balanced and sustainable; formulates recommendations on long-range financial goals and policies for the organization; directs the performance management and accountability program; and provides assistance to the City Manager and Department Directors in directing special projects.
Essential Job Functions and Responsibilities :
- Leads a team of professional staff including (but not limited to) : talent recruitment, personnel evaluation, assignment of tasks / projects, create professional growth opportunities, and provide coaching.
- Collaborates and coordinates with Department Directors throughout the annual budget development process to ensure that resources are properly allocated based on City Commission priorities and the needs of the departments.
- Coordinates the presentation of budget materials and information to the City's Executive Management Team and City Commission.
- Utilizes financial data and performance measurement outcomes to identify critical operational and capital needs of the City. Develops recommendations that align with the strategic goals and vision of the City.
- Responsible for the preparation and submission of official tax and budget certification documents to the Property Appraiser's Office and Florida Department of Revenue.
- Oversees the review of internal policies and processes to ensure operational effectiveness and efficiency based on compliance with industry best practices and statutory / charter requirements.
- Monitors the impact of proposed legislative actions and other economic issues that may impact the financial standing of the City.
- Identifies available resources for City operations and makes appropriate recommendations relative to enhancing those sources and / or limiting expenditures to preserve financial stability.
- Identifies and implements innovative ideas to increase transparency and educate the general public of the budget process.
- Assists the Finance Director with the administration of debt financing and refinancing of City capital projects and debt management of the City's outstanding debt obligations.
- Participates in evaluation committees for the procurement of goods and services.
- Serves as a member of the City's Executive Management Team for collective bargaining; review and / or provide analysis and recommendations of collective bargaining proposals.
- Conducts oral presentations to City Commission, executive staff, and general public (as needed).
- Ensures timely response to public and Commission inquiries.
- Provides excellent customer service to internal and external customers.

The Requirements :

Required : Master's Degree from an accredited college or university with major coursework in accounting, public administration, business administration, finance, or related field supplemented by seven (7) years of senior level management in local government or equivalent with emphasis in finance and budget applications.
Additional education and experience or an equivalent combination of training and experience may be substituted for the above requirements.
Preferred : Designation as a Certified Public Accountant, Certified Public Finance Officer, or Certified Government Finance Officer.
Certificates, Licenses, Registrations : Valid Driver's License : With proof of automobile insurance; Background Check : Must have an acceptable background record; Driving Abstract : Must have an acceptable driving record.
Knowledge, Skills, Abilities :
Knowledge of the organization, functions, policies, laws and administrative procedures of local government.Considerable knowledge of the laws, rules and regulations applicable to the budgetary process and to public financial administration.Knowledge of modern management methods and practices.Knowledge of Microsoft Office Suite products, specifically Microsoft Word, Microsoft Excel, and Microsoft PowerPoint.Considerable knowledge of budget preparation and analysis.Knowledge of statistical concepts and methods along with the ability to independently conduct special reports and studies and report on the findings. This includes knowledge of a variety of methods of work measurement, research techniques used in productivity studies and systems of internal control.Skill in communicating clearly and effectively, both orally and in writing.Skill in maintaining complex financial records; and in analyzing and preparing reports for the same.Ability to develop programmatically valid and fiscally sound operating and capital budgets for the City.Ability to establish and maintain effective working relationships with City officials, employees, and the public.Ability to plan, assigns, direct and evaluate the work of subordinates.Ability to organize and effectively present oral and written reports, findings and recommendations.Ability to establish and maintain effective and professional relationships with work colleagues, supervisors, managers, and the public.Physical Demands : The physical abilities described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
