Key Responsibilities :
Personnel Security : Administer all aspects of personnel security clearances and suitability determinations using the Defense Information System for Security (DISS) and National Industrial Security System (NISS). This includes managing initial submissions (SF-86), periodic reinvestigations, and facilitating fingerprinting (e.g., SWFT). Provide new hire security briefings, conduct debriefings, and manage the transfer of clearances (e.g., Visit Authorization Requests).
Industrial Security Compliance : Serve as the primary security point of contact, ensuring strict compliance with the National Industrial Security Program Operating Manual (NISPOM) and other government security directives.
Facility & Classified Program Management : Maintain the Facility Security Clearance (FCL) in NISS and the Industrial Security Facilities Database (ISFD). Develop and manage the Insider Threat Program, administer a Classified Document Control Program, and oversee the secure handling, storage, and destruction of all classified holdings, including Controlled Unclassified Information (CUI).
Training & Audits : Develop and deliver annual security refresher training, as well as specialized training on topics like Insider Threat and CUI protection. Prepare for and participate in Security Vulnerability Assessments (SVAs) and other government audits.
Policy & Procedure : Interpret government security policies to create and implement comprehensive security plans, procedures, and instructions. Advise personnel on their security reporting obligations, including foreign travel, foreign contacts, and security incidents.
Cross-Functional Support : Collaborate closely with Human Resources, Contracts, and Proposal teams to provide security guidance and support.
Access Control : Manage facility access control systems, visitor requests, and badging programs.
Required Qualifications & Certifications :
Bachelor’s degree and 5+ years of experience as an FSO. Relevant certifications or equivalent experience may be considered in lieu of a degree.
Must be a U.S. Citizen with an active DoD Secret clearance.
Completion of the DCSA FSO Program Management for Non-Possessing Facilities Curriculum (or equivalent) is required.
Experience with DISS, NISS, and SWFT is mandatory.
Desired Certifications : Industrial Security Professional (ISP) Certification, COMSEC Custodian Certification, or related security management certifications.
