Director of Business Corridor Enhancements

Overview

City Heights Community Development Corporation (CHCDC) is seeking a strategic and results-driven leader to champion business growth, job creation, and community revitalization in City Heights. This role provides oversight for the Business Improvement District and Maintenance Assessment District, ensuring effective operations, strong partnerships, and responsible stewardship of resources. The leader will advance an equitable local economy by fostering collaboration across sectors and aligning initiatives with CHCDC’s mission. Key strategies include small business development, creative placemaking, community engagement, policy and development, workforce development, and urban agriculture.

Responsibilities

Economic & Workforce Development Leadership

• Design and execute multi-year economic development strategies to foster business growth, job creation, and community rejuvenation; integrate small business support, business compliance assistance, community enhancement, and workforce training.
• Acquire and manage funding (grants, contracts, sponsorships, earned revenue) to sustain programs and meet organizational objectives; ensure compliant grant administration and reporting.
• Collaborate with residents, small businesses, anchor institutions, and public agencies to address economic challenges; convene partners and integrate program areas into cohesive plans.
• Align initiatives with CHCDC’s mission and strategic plan; provide regular updates to senior leadership and the Board.
• Supervise, coach, and develop Economic Development staff; coordinate the City Heights Economic Development Collaborative and partner tables.
• Analyze market and labor data to inform strategies; support sector-based workforce pathways and employer engagement.
• Establish performance metrics; monitor outcomes and implement continuous improvement across programs.
• Business Corridor Enhancements (BID / MAD) – Director Oversight : Oversee CHCDC’s BID and MAD contracts serving City Heights’ primary commercial corridors.
• Operational & Administrative Management
• Budgeting & Finance : Prepare, recommend, and manage the annual district budget with strong internal controls; track costs, oversee expenditures, and process payments for contractors.
• Reporting : Prepare and submit performance, financial, and operational reports to the Board of Directors, City agencies, and stakeholders.
• Compliance : Ensure adherence to all applicable federal, state, and local laws and regulations, including assessment procedures.
