We are currently seeking an Advanced Planning Document (APD) Consultant to join our team in Baltimore Maryland. This can be a remote position with limited travel to the client's site.

The APD Consultant will work collaboratively with the client and team members to coordinate, track, monitor, create, and update the Medicaid APDs as needed. He / she will actively participate in the development and delivery of Advanced Planning Documents (APDs) and associated deliverables. In addition, the APD Consultant will work collaboratively with the Centers for Medicare and Medicaid (CMS) and develop and present updates for the Maryland Department of Health.

The successful candidate will work as part of a team providing Business Operations Support (BOS) for a state Medicaid Program. Working under the CIO, they will actively lead the delivery of tasks / activities and associated deliverables. This APD Consultant will work with the client to develop requests for federal funding APDs, contract amendments, and business requirements for a broad array of software systems and services that support the Customer's Medicaid Program. The ideal candidate will possess comprehensive understanding of administration, management, and APD processes, procedures, and best practices. It is preferred that this candidate has experience with State Government APD processes, and leading team efforts.

Responsibilities :

  • Manage, coordinate, and write APDs, including :
  • Manage and coordinate Planning, Implementation, Operational, As Needed and Annual APDs
  • Complete the APD activities including development, maintenance, tracking and financial tracking / reporting
  • Collaborate with client project teams in understanding APD requirements specifically related to As Needed APDs
  • Participate in and / or facilitate engagement with Centers for Medicare and Medicaid Services (CMS) State Representative to deepen or further develop a collaborative working relationship
  • Manage Client relationship and expectation management including working daily with key client leadership
  • Develop client deliverables in accordance with project requirements and company documentation standards
  • Provide recommendations to the client on critical business and project decisions

Ensure that all project identified processes and methodologies are executed and followed as applicable

Participate in meetings and communicate complete and accurate project status reports, risks and issues to the Client Partner and Client, as appropriate

Participate in project and other stakeholder meetings, as needed

Develop and submit reports as needed to the client and federal government (as required)

Required Qualifications :

  • Minimum of 6 years' experience as a business analyst with, or consultant to, State Health Programs (e.g. Medicaid)
  • Minimum 3 years of experience supporting large, complex Medicaid system implementation projects and / or Medicaid business operations
  • Minimum 3 years of experience with elicitation and verification of business requirements
  • Minimum of 5 years Medicaid Management Information System (MMIS) APD development and maintenance processes federal grant, or federal funding requests, management, or status reporting experience with a state or federal agency
  • Undergraduate degree or 4 years additional relevant experience
  • Strong customer service attitude
  • Experience with cost benefit analysis
  • Expertise in MS Office, especially MS Excel
  • Preferred Skills :

  • Understanding of State Medicaid Manual and 45 CFR 430, 610, 611, 612, State Medicaid Director's Letters, and APD Submission Requirements
  • Three or more years' experience working collaboratively with CMS State Representative or equivalent federal agency
  • Prior experience with Advance Planning Documents (APDs)
  • Understanding of State procurement processes
  • Ability to communicate succinctly and accurately in written and verbal English
  • Experience and skill in the development and maintenance of Microsoft Project schedules
  • Ability to review deliverables and processes for quality and completeness
  • PMI Certified Associate in Project Management (CAPM) or Project Management Professional (PMP)
  • Where required by law, NTT DATA provides a reasonable range of compensation for specific roles. The starting pay range for this remote role is $79,920- $150,000. This range reflects the minimum and maximum target compensation for the position across all US locations. Actual compensation will depend on a number of factors, including the candidate's actual work location, relevant experience, technical skills, and other qualifications. This position may also be eligible for incentive compensation based on individual and / or company performance.
