Location : Vancouver, WA Hybrid : 3 days per 2-week pay period Travel : up to 30% to field sites Overtime : 10% anticipated Length : 1+ yrs, up to 5 years MUST be US Citizen to be eligible to apply for Federal Background Check SUMMARY This Electrical Engineer 3 position is located within the Substation Project Engineering organization, which is responsible for providing technical leadership for substation projects for the scoping, design, construction and closeout phases. Project engineers have primary leadership roles during the scoping phase of projects. Project engineers also provide consulting services to Transmission Planning to provide what-if analysis and feasibility studies for projects in planning phases. Project engineers provide technical leadership during the design phase of projects and provide an important service in the resolution of technical problems, disagreements and scope changes. POSITION RESPONSIBILITIES Receive and review preliminary project documentation, such as the Concept Design Document (CDD), the Asset Plan Item (API) document, and other associated documents; validate Bundle ID’s; and obtain project Work Orders (WOs) Collaborate with applicable asset manager to set scoping deliverables and schedule. Meet, collaborate, communicate and work closely with the assigned PM Forecast and request appropriate resources to fulfill project scoping team needs in coordination with the Project Engineering Supervisor Review project SharePoint site, Project Requirements Diagram (PRD) and Project Information Document (PID) for complete and accurate documentation Arrange, coordinate, and facilitate multiple meetings Provide background information, technical input, options and recommendations Arrange, coordinate and facilitate site visit(s) for the scoping project team and other essential personnel Facilitate site visit(s) and walkthrough(s) Facilitate regular scoping team meetings and coordinate activities of sub-teams Create / draft routine project documents, presentations, and communication Provide recommendations to the assigned PM and project team regarding project expectations, approach, roadmaps, schedule, scope, work plans, deliverables and goals, etc. Facilitate, assist and shepherd the project scoping team members with completion of the Concept Design Document (CDD), collaborating with non-design groups for non-design CDD information; distribute CDD and associated attachments and links (drawings, designs, etc.) to the scoping team for comment and correction. Interact and collaborate with external stakeholders Submit request for design determination to CDT Conduct appropriate reviews of Stage Gate 3 estimates and submit request for Stag Gate 3 Project Review meeting Monitor scoping projects to move into the Execution Planning phase Serve as point of contact for the assigned PM and project team, providing technical input and recommendations, developing and / or reviewing Statements of Work (SOWs), coordinating technical SME communication and other technical / electrical engineering support. Complete and facilitate technical scoping efforts for high voltage (69kV-500kV) substation projects Create, revise, enhance and review engineering standards to support substation design and engineering. Facilitate pre-construction planning, engineering and design efforts for installation of substation equipment Provide input and recommendations for engineering requirements and technical design parameters Coordinate with internal and external technicians to facilitate the completion and issuance of design specifications and completed designs Make recommendations on the application of the National Electrical Code, the National Electrical Safety Code, and North American Electric Reliability Corporation critical infrastructure protection (NERC CIP) Select and apply the appropriate quantitative analytical techniques to model and analyze the effects of Substation Design strategies. Coordinate and facilitate planning and organization of substation design projects Perform print verification and project planning in corporate energized substations REQUIREMENTS Education A Bachelor’s Degree in Electrical Engineering or related Engineering field is required. Required Technical Skills & Experience 10 yrs of experience is required.
