Business Applications Section Manager
The County of Volusia is seeking a Business Applications Section Manager for the Information Technology division. This position will be responsible for identifying, designing, and implementing innovative digital solutions that enhance government operations and improve efficiency across departments. The role involves utilizing advanced technologies to rapidly develop custom applications, streamline processes, and drive digital transformation initiatives throughout the organization.
Note : The selected candidate must work extended hours when needed to complete critical projects and respond to county emergencies or activations.
Illustrative duties include managing a service area including personnel, budget, goals, and priorities; purchasing; developing and maintaining curricula and training records; participating in developing, implementing, reviewing, and updating Information Technology's overall strategic and tactical plans; planning, organizing, coordinating, and directing the analysis, procurement, implementation, and support of computer systems and services; developing bid specifications, RFQs, RFPs, and the criteria to evaluate vendor proposals; overseeing vendor selection; serving as a liaison between county and outside communications, software, and computer hardware vendors; ensuring proper functioning of the county's computer systems and keeping hardware and software systems updated to meet organizational needs; ensuring the security and integrity of the county's computer systems and networks; establishing operating service levels and ensuring schedules are met and quality of service achieved; coordinating activities with other IT section managers; developing, recommending, and maintaining software and hardware standards; designing, planning, and managing complex and specialized technology and non-technology projects; remaining current on changes in technologies; reviewing and evaluating new and existing information systems and services; analyzing present and future technology needs and issues; preparing recommendations and specifications accordingly; reviewing solutions on how best to use information technology to solve business problems; compiling, analyzing, and summarizing information from various sources; preparing reports on applicability of information to the county and making recommendations; developing and recommending section budgets and participating in development of the overall division budget; managing and monitoring approved section budget; establishing and maintaining section processes for compliance with division and countywide fixed asset tracking requirements; developing and managing relationships between the County and outside agencies; providing technical advice to staff; providing technical guidance and architectural direction to development teams; leading technical decision-making and providing hands-on guidance to engineers; meeting with county staff, senior management, officials, and the public to explain various projects and work programs and to report on progress and issues; representing the County on behalf of Information Technology in negotiations or other official functions; responding to emergency situations; performing other duties as assigned; attending work on a continuous and regular basis; responding to emergency situations; and adhering to Federal, State, County, and Local ordinances.
Minimum requirements include seven (7) years of experience in Information Systems, Business Administration, Public Administration, or related field in which three (3) of those years should be progressively responsible experience managing computer systems staff, services, and / or operations. Alternatively, a Bachelor's degree in Information Systems, Business Administration, Public Administration, or related field and three (3) years of progressively responsible experience managing computer systems staff, services, and / or operations. A comparable amount of experience, training, or education may be substituted for the minimum qualifications. Must possess a valid driver's license at time of hire. Must possess and maintain a valid Florida driver's license within 30 days of hire.
Knowledge, skills, and abilities include knowledge of administrative procedures, knowledge of effective supervisory and management practices and procedures, knowledge of systems analysis and information processing, knowledge of the operating characteristics, capabilities, and limitations of computing systems and related equipment for large, multi-platform sites, knowledge of the complexities of a full-service Information Technology operation, knowledge of computer system evaluation, selection, and implementation practices, skilled in administering and managing multiple technical programs and projects simultaneously, skilled in conducting needs assessments, skilled in technical supervision and training of subordinate staff, skilled in developing and implementing operational processes and work plans to ensure the delivery of secure and reliable information technology services, skilled in addressing operational issues quickly and effectively, ability to lead teams of people from different organizations, ability to establish and control workflow of projects through completion, ability to plan, coordinate, and direct activities of a group of employees with a wide range of occupational skills, ability to develop and maintain procedures and policies, ability to interpret and communicate user's needs and requests, ability to set differing priorities in the establishment and adjustment of time schedules, ability to work under, and adjust to, time constraints and strict schedules, ability to read, analyze and interpret general business periodicals, professional journals, technical procedures, agreements, contracts, or governmental regulations, ability to write reports, business correspondence and procedure manuals, ability to communicate effectively, both orally and in writing, ability to establish and maintain effective working relationships, knowledge of computer systems' development and implementation project methodology, knowledge of managing and supporting business systems.
