Location : Austin, Texas (Hybrid)

Duration : 12 Months

Strong MITA (Medicaid Information Technology Architecture)

Core Experience & Leadership

Progressive experience as a Business Architect (or similar strategic role) with focus on enterprise-level initiatives.

Proven track record in large-scale digital transformation and business process reengineering projects with measurable impact.

Ability to work with both technical and non-technical groups to solve complex business problems.

Domain Expertise (Healthcare / HHS)

Strong preference for hands-on experience with HHS integrated eligibility systems (Medicaid, SNAP, TANF, CHIP).

Deep knowledge of federal regulations and state-specific policies.

Experience working in government / public sector environments.

Familiarity with eligibility rules for SNAP, Medicaid, TANF, and interpreting / applying guidelines in case management systems.

MITA & Business Modeling

Demonstrable expertise in MITA (Medicaid Information Technology Architecture) ; experience with MITA State Self-Assessments (SS-A) is highly desirable.

Expert in business modeling methodologies & tools : BPMN, UML, ArchiMate.

Strong understanding of enterprise architecture frameworks.

Analytical & Problem-Solving Skills

Superior analytical, problem-solving, and critical thinking abilities.

Skilled at dissecting complex issues and creating practical, strategic solutions.

Communication & Interpersonal Skills

Excellent written and verbal communication, presentation, and interpersonal skills.

Education & Certifications

Bachelor's degree in Business Administration, IT, Computer Science, or related field (Master's preferred).

Relevant certifications : CBAP, TOGAF, BPMN, Lean Six Sigma Green / Black Belt.

Methodologies & Frameworks

Familiarity with Agile & SAFe (Scaled Agile Framework).

Solid grasp of SDLC and business analysis practices.

Level Description :

8 or more years of experience, relies on experience and judgment to plan and accomplish goals, independently performs a variety of complicated tasks, a wide degree of creativity and latitude is expected. Min 5 years of experience, served as a liaison between the Business community and Customer IT Teams (i.e., Architecture, Project Delivery, Application Sustain, etc.). Strong experience as a Data Analyst in analyzing raw data, and as a Business Analyst in requirements gathering, understanding technology, and any project management experience with PMP are a huge plus.

Job Description :

Reviews, analyzes, and evaluates business systems and user needs. Formulates systems to parallel overall business strategies. Experienced with business process reengineering and identifying new applications of technology to business problems to make business more effective. Familiar with industry standard business process mapping, and reengineering. Prepares solution options, risk identification, and financial analyses such as cost / benefit, ROI, buy / build, etc. Writes detailed description of user needs, program functions, and steps required to develop or modify computer programs.

Senior Business Analyst with a strong background in digital transformation and business process reengineering. A Business Analyst in this context is expected to have expertise in Business Process Reengineering (BPR), analyzing, redesigning, and optimizing complex business processes to improve efficiency, effectiveness, and customer satisfaction. This position serves to align business strategy with operational execution by analyzing current operations, identifying improvement opportunities, and designing new processes. Collaboration with IT, operations, and product teams is required to support the implementation and adoption of updated workflows. Proficiency in analytical, communication, and change management skills is necessary to support organizational change initiatives.

The ideal candidate will possess deep expertise in business architecture, a proven track record in large-scale digital change, and an intimate understanding of the MITA framework.

Key Responsibilities :

Lead Digital Transformation : Spearhead and significantly contribute to large-scale digital transformation initiatives, identifying opportunities for innovation and designing future-state business capabilities that leverage emerging technologies to achieve strategic organizational goals.

Business Process Reengineering (BPR) : Conduct comprehensive analysis of current-state business processes, identify inefficiencies, bottlenecks, and pain points, and design optimized, streamlined future-state processes. Lead efforts to implement reengineered processes, ensuring smooth transitions and measurable improvements in efficiency, cost-effectiveness, and service quality.

Strategic Business Modeling : Develop and maintain robust business architecture artifacts, including current and future state business process models (using BPMN), data models, capability models, value streams, and organizational models. Utilize various modeling tools and notations to effectively communicate complex business concepts to diverse audiences.

Stakeholder Engagement & Requirements Definition : Collaborate extensively with senior leadership, business units, IT teams, and external partners to elicit, analyze, and validate complex business requirements. Translate strategic objectives and user needs into actionable business and functional specifications that guide solution development.

Bridge Business & IT : Act as a critical liaison, ensuring seamless communication and understanding between business stakeholders and technical delivery teams. Articulate business impacts of technical decisions and technical implications of business requirements.
