The City of Fayetteville is currently recruiting for an Intergovernmental Military Manager to oversee relationships between the City of Fayetteville and Fort Bragg. Provide direct oversight and management of Intergovernmental Support Agreements (IGSAs) between the City and the installation, including contract execution, compliance, and performance tracking. Work collaboratively with other community and government organizations to ensure the City appropriately supports the military-affiliated and veteran population. Provide complex staff support to the City Manager's Office and Assistant City Manager related to military support.

Essential Duties & Responsibilities

• Serve as the liaison with Fort Bragg on all matters relating to the City and installation collaboration and coordination. Ensure both entities are committed to the shared goal of building a supportive community for military families, veterans and active duty.
• Manage and oversee IGSAs between the City of Fayetteville and Fort Bragg, ensure timely and efficient contract execution services. Monitor contract deadlines, service performance, and financial compliance.
• Define the scope, objectives, and deliverables of IGSA-related projects, engaging all relevant stakeholders, including City departments, Fort Bragg representatives, and service contractors; ensure compliance with federal, state, and military contract regulations.
• Develop and refine operational plans, specifications, and cost estimates for IGSA services, ensuring efficiency, cost-effectiveness, and compliance with Department of Defense (DoD) and Army standards. Escalate issues to city leadership as needed.
• Oversee selection, negotiation, and management of IGSA service providers, ensure vendors meet all performance, safety, and environmental compliance requirements. Regularly review contractor performance reports and conduct audits.
• Develop and maintain strong relationships with Fort Bragg leadership and civilian workforce to identify and develop additional services and needs on the installation for expanding IGSA partnerships.
• Maintain regular communication between Fort Bragg, city leadership, intergovernmental affairs representatives, and agency staff advocating for the unique needs of a military community like Fayetteville.
• Identify, establish and maintain communication with regional and national military and veteran's personnel and offices to ensure consistent collaboration and communication.
• Prepare and develop presentations to civic organizations on topics pertaining to military and veteran related issues in the City.
• Participate in the Military Host Cities Coalition, North Carolina Military Affairs Commission (NCMAC) and the National League of Cities (NLC)'s Military Communities Council to share best practices from counterparts across the state and nation.
• Select, train, motivate and evaluate personnel; provide or coordinate staff training; work with employees to correct deficiencies; implement discipline procedures.

Minimum Qualifications

Any combination of experience and training that would likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be : Experience : Five years of increasingly responsible experience in public administration, government relations, military or veteran's affairs or related field. Training : Equivalent to a Bachelor's degree from an accredited college or university with major course work in public administration, communication, political science, law, business administration or a related field. A Master's degree in a related field is preferred. Licensing & Certifications : Required : Possession of an appropriate valid driver's license and ability to maintain insurability. Must be able to obtain access credentials for Fort Bragg. Preferred : Military experience as active duty or civilian employee. From the time of closing, the selection process is anticipated to last approximately 4 - 6 weeks. The process will consist of a panel interview with the selected candidate being subject to a pre-employment drug screen, background check and driving history check.
