Dona Ana County International Jetport Manager
Incumbent is responsible for the management, promotion, coordination, and supervision of the daily operations of the Doa Ana County International Jetport.
Essential duties include administering policies and procedures to operate the Jetport in compliance with County, state, and federal regulations, reviewing Jetport operations to determine the efficiency and effectiveness of services, recommending and negotiating contracts with concessionaires and prospective users, overseeing and monitoring service contracts, facilitating long-range planning efforts, providing traffic advisory services, managing grant applications, representing the department to the public, developing budgets, and managing finances.
Additional duties may include other tasks as assigned.
Qualifications include a Bachelor's Degree in Airport Management, Public or Business Administration, or a related field, with five years of related experience, including two years of management level experience. A master's degree in Airport Management is preferred. Valid driver's license, accreditation as an Accredited Jetport Executive, and certification as a Jetport Certified Employee in Operations are also preferred. Must pass pre-employment background check and driving record check.
Knowledge of operational characteristics, services and activities of a general aviation jetport service, principles and practices of aviation administration, methods and techniques of efficient jetport operation, jetport land use and zoning regulation, applicable Federal, State, environmental and local laws, rules, and regulations, local and state budgeting practices, financial management principles, contract and lease administration, program / project management planning and technique, and performance measure and quality of service concept is required.
Skilled in computer and related software application use, written report and correspondence creation, policy and procedure analyzation and development, situation mediation and negotiation, delivery of high customer service standards, timely meeting outcomes and action items, highly effective communication and collaboration, and sound judgment and decision-making.
Ability to define a problem, collect data, establish facts, and draw valid conclusions, manage staff and delegate responsibilities effectively, communicate clearly and professionally with the public, government officials, and stakeholders, read and interpret complex plans, specifications, and regulations, exercise sound judgment and make critical decisions under pressure, work with various government agencies and private entities to ensure compliance and cooperation, identify and resolve operational problems, develop and implement strategic and long-range plans for the jetport, negotiate and manage contracts and agreements, respond to and manage emergency situations, analyze data and prepare comprehensive reports, and supervise the maintenance and operation of a jetport.
