Police Lieutenant (PSB Commander)

This City of Caldwell Police Department is looking for a Police Lieutenant (PSB Commander) to join their team. This individual will manage police personnel within the Professional Standards Bureau; act as a liaison and have a strong working relationship with the Police Captain, Human Resources Director, and the City Attorney; supervise the work of police sergeants, corporals, officers, and other non-sworn personnel; perform internal investigations and maintain internal affairs; oversee testing for internal and external applicants and training for the police department; act as the Range Master with accountability of department firearms and ammunition; and is an ambassador for the Caldwell Police Department to other agencies and Idaho POST. The work is performed under the direct supervision of the Deputy Chief of Police, but considerable leeway is granted for the exercise of independent judgment and initiative. The principal duties of this class are performed in an indoor work environment. However, work may be performed in an environment where the employee is subject to potential personal danger. This is an exempt position.

This recruitment will be conducted with strict confidentiality until finalists are selected. References will only be contacted once mutual interest has been confirmed. Interviews will take place in November, with a projected hire date in January 2026.

Responsibilities

  • Assigns, supervises, evaluates, inspects and coordinates the activities of the Professional Standards Bureau.
  • Plans and coordinates department training and assists with the coordination of hosting training vendors.
  • Coordinates with PSB personnel to provide training, testing for promotional opportunities, entry and lateral officer applications and testing.
  • Oversees the hiring process for the Caldwell Police Department.
  • Oversees the Internal Affairs element of the police department; investigates complaints made from outside entities as well as internal entities.
  • Oversees and manages portions of the Idaho POST agency portal.
  • Makes determinations as to the special qualifications of police officers and recommends them for special service or duties through established protocol.
  • Inspects and investigates the activities and operations of police officers and their use of firearms and other equipment.
  • Ensures compliance with all city, state, and federal laws regarding law enforcement and adherence to all departmental rules, procedures, and guidelines.
  • Instructs the department on current legal updates.
  • Encourages police officers to conduct official police business with a demeanor and professionalism which promotes a feeling of cooperation between the department and the public.
  • Recognizes and recommends situations in which an individual officer or a group of officers need additional training in core program areas.
  • Maintains personnel files on assigned personnel, including performance evaluations, background investigations, and internal investigations.
  • Instructs police officers in all applicable laws and their enforcement.
  • Assumes Incident Command duties at major crime scenes, in terms of internal investigation or for training purposes and makes determinations as to whether or not other officers need to be called to the scene.
  • Informs commanding officers immediately of any situation which appears to be out of the ordinary.
  • Maintains appropriate reports and records of criminal and arrest activity for use in the hiring process and internal affairs.
  • Interviews officers, witnesses, informants, and others to determine if any identifiable person must be investigated as being a potential suspect or a person with knowledge.
  • Gives testimony in open court.
  • Evaluates and determines the use of lethal force using the greatest level of discretion for the purpose of internal affairs and training.
  • Maintains security and possession of firearms and police equipment at all times.
  • Assists in the preparation and management of the budget for the department.
  • Provides needed information and demonstrations concerning how to perform certain work tasks to new employees in the same or similar class of positions.
  • Consistently keeps supervisor and relevant team members informed about work progress, current and potential issues, and proactively suggests new or improved solutions to address challenges.
  • Attends approved meetings, conferences, workshops, training sessions, and remains current on the principles, practices, and developments.
  • Responds to and investigates citizens' complaints, questions, and comments in a courteous and timely manner at the direction of the deputy chief.
  • Communicates and coordinates regularly with others to maximize the effectiveness and efficiency of interdepartmental operations and activities.
  • Performs duties of a police officer as needed while bearing in mind that the principal duty of this position has an oversight objective.
  • Performs other related duties as assigned.

Minimum Qualifications

Education, Training and Experience Required :

  • Graduation from high school or possession of a GED; and
  • Two years' law enforcement or full-time supervisory experience in a law enforcement capacity at or above the rank of sergeant.
  • 64 or more college credits; or
  • Any equivalent combination of experience, education, and training which provides the knowledge, skills, and abilities necessary to perform the work.
  • Licenses, Certifications, and Other Requirements :

  • Possession of a valid and current Idaho driver's license.
  • Successful completion of a pre-employment drug test (including prescription medications), background check, and polygraph test.
  • Idaho Peace Officer Standards certification.
