Responsible for technical work in the construction and inspection of the City of Port St. Lucie potable water, wastewater, reclaimed water, and fiber optic communication assets, ensuring compliance with Florida Department of Environmental Protection (FDEP) regulations and other applicable requirements. Provides plan review and permitting, including FDEP and state delegated construction permitting programs. Facilitates the development of public trust and confidence in the City and its Utility.
This position is an Essential classification and requires reporting before, during, and after a civil emergency.

- Aligns decision-making with the mission, vision, and values of the City of Port St. Lucie and Utility Systems Department; builds strategic relationships; provides excellent customer service; and generates innovative solutions.
- May serve as backup manager in the Commercial Development Division.
- Mentors Project Coordinators within the division.
- Manages records and reporting of water and wastewater assets, including compliance reporting delegated by FDEP.
- Performs project closeout activities, including reviewing Record Drawings, warranties, and certifications, and coordinating project transfer into operations.
- Acts as liaison between City, public, developers, contractors, and regulatory agencies on projects.
- Provides information and assistance regarding projects and activities.
- Oversees construction inspections to ensure compliance with all regulations.
- Participates in interdepartmental meetings to improve coordination and streamline processes.
- Develops procedures for Utility Systems plan review and construction compliance.
- Creates training materials and videos for contractors, the public, and employees on plan approvals, construction, permits, and ownership transfer.
- Provides Due Diligence information to developers regarding costs, procedures, and compliance.
- Researches products for the Qualified Products List of utility components.
- Assists with the utility division's emergency management plan updates.
- Prepares presentations for various boards and agencies.
- Tracks workload data for reports and staffing predictions.
- Prepares agenda items, change orders, amendments, and work orders.
- Assists in preparing the division's budget.
- Performs other related duties as assigned.
To succeed, candidates must be able to perform each essential duty satisfactorily. The requirements below are representative of the knowledge, skills, and abilities needed.
Graduation from an accredited college or university with a Bachelor's degree and at least one (1) year of relevant experience; or an Associate Degree and two (2) years of experience / training; or four (4) years of progressively responsible utility construction experience. Three (3) years of electronic plan review and programming experience are preferred.
A comparable amount of training, education, or experience may substitute for minimum qualifications.
CERTIFICATES, LICENSES, REGISTRATIONS
Valid Florida driver's license and clean driving record required.Certified Project Manager (CPM) certification required.KNOWLEDGE, SKILLS & ABILITIES
Knowledge of water and sewer construction methods, laws, and policies.Understanding of permitting and regulatory requirements (FDEP, FDOT, SFWMD, etc.).Familiarity with FDEP standards for potable water and wastewater systems.Knowledge of infrastructure construction and improvements.Understanding of drafting, engineering methods, standards, and inspection techniques.Knowledge of bidding and contracting procedures.Proficiency with Outlook, Word, Excel, PowerPoint, and Bluebeam Revu.Knowledge of budget preparation and monitoring principles.Effective communication skills, both oral and written.Ability to prepare technical reports, estimates, and project proposals.Ability to interpret construction prints and prepare related documents.Ability to inspect projects for compliance with plans, permits, and codes.Ability to maintain accurate records.Ability to establish effective working relationships with various stakeholders.Positive attitude and resilience under pressure.While performing this job, the employee must be able to sit, talk, hear, and use hands. Frequent walking, reaching, and occasional standing, stooping, kneeling, and crouching are required. The employee may need to lift up to 30 pounds occasionally.
