GENERAL DESCRIPTION
This position is in the approved TJJD career ladder for Health Specialists. The working title is Mental Health Professional. Career ladder placement depends on education, licensure, and experience, with progression based on eligibility criteria per agency policy.
TJJD addresses the needs of youth and families through a trauma-informed, multidisciplinary approach that includes the Texas Model of Trauma Informed Corrections and a Mental Health Treatment Program (MHTP). The MHTP provides enhanced psychiatric and psychological services to youth with mental health needs, enabling case managers to focus on risk reduction and protective factors to reduce reoffending. The program supports holistic and individualized treatment of youth in need of MHTP services.
Provides a range of direct psychological services to youth adjudicated delinquent of felony offenses. Conducts trauma-informed individual, group, family, trauma, and crisis counseling; administers and interprets psychological evaluations; assists in monitoring the MHTP; reviews specialized treatment programs; assists with in-service staff training; collaborates with facility staff and community partners; participates in MDT staffing for youth transitioning into the community; may train or lead others.
May be required to work in excess of 40 hours per week, have different shifts, be on-call, and travel occasionally.
LEVELS OF WORK PERFORMED BY CAREER LADDER
Health Specialist V : Advanced work with significant initiative under supervision.
Health Specialist VI : Highly advanced work with minimal supervision and initiative.
Program Specialist / Health Specialist VII : Very advanced work with minimal supervision and initiative.
ESSENTIAL FUNCTIONS
Conduct trauma-informed psychological evaluations (including stage assessment), suicide risk assessments, and suicide monitoring.
Develop behavior modification interventions and clinical evaluations with transition and re-entry planning and risk assessment.
Participate in ARD meetings and provide individual, group, trauma, and crisis counseling; facilitate family reintegration where appropriate.
Serve on the MDT, provide clinical consultation on assessment, treatment needs, and intervention strategies; monitor treatment providers and support staff.
Contribute to in-service staff training and document services provided to youth and families.
Coordinate with program staff on planning, development, implementation, and documentation of agency programs; provide policy interpretation and contribute to policy development as needed.
Maintain licensure / certification and engage in professional development; may supervise or prioritize others.
Maintain safety and comply with agency policies; report hazards and complete required documentation for incidents.
Attend work regularly as scheduled.
Monitor outcomes related to disparities and take action as needed.
REQUIRED QUALIFICATIONS
Health Specialist V : Master's degree in Counseling, Psychology, Social Work, or a related field; 1-23 months of full-time wage-earning experience as a licensed mental health professional; eligible for one of the following Texas licenses : LPC-A, LPA, LMFT-A, LMSW, or LCSW; provide proof of temporary license or approved supervisory plan within 90 days of hire; obtain the applicable Texas license within three years of hire; age 23 or older. If hired on an eligibility basis, employment is contingent on completion of licensure within the required timeframe.
Health Specialist VI : Master's degree in related field; 1-23 months of experience; licensed in Texas as LPC, LPA, LMFT, or LCSW.
Program Specialist VII / Health Specialist VII : Master's degree in related field; 2 or 5 years of full-time licensed mental health professional experience; licensed in Texas as one of the following : LPC, LPA, LMFT, or LCSW.
Requirements Applicable to All Levels : Must be at least 23 years old.
Preferred : Experience with adolescent offenders in residential settings; experience treating youth and families in substance use, sexual behavior, or mental health domains; transition planning experience.
Note : Degrees and credentials must be from an accredited institution.
Pre-employment conditions : Drug test, fingerprinting / criminal background check, TB testing, and Fitness-for-Duty assessment may be required.
Continued employment : Maintain TJJD use-of-force certification and First Aid / CPR certification; failure to maintain licensure / certification may result in termination.
KNOWLEDGE, SKILLS, & ABILITIES
Knowledge : Psychometrics, DSM-5, psychology, tests and treatment techniques, Juvenile risk assessment, and program standards; ability to learn TJJD processes.
Skills : Facilitating individual and group counseling, family counseling, interviewing and assessment, training others, maintaining records, and safety / risk management; ability to work in a correctional setting with diverse youth; strong communication and decision-making abilities.
Ability : Work under stress, prioritize, maintain confidentiality, function on a multidisciplinary team, and travel as needed; computer literacy; ongoing training participation.
PHYSICAL DEMANDS AND WORKING CONDITIONS
Physical demands include : tactile discernment, restraining combative youth, depth perception, lifting / carrying up to 45 lbs, bending, reaching, pushing / pulling, standing / walking / sitting, climbing stairs / ladders, dexterity, and other mobility requirements.
