Williams Consulting LLC (WCLLC), a Baltimore, Maryland-based government contracting firm, is seeking a Project Coordinator / Quality Assurance Specialist to support the US Department of Health and Human Services' Office on Women's Health (OWH). This role blends project coordination, onboarding, and operational management with technical writing and quality monitoring responsibilities. The ideal candidate will support daily operations, ensure the accuracy and quality of all deliverables, and provide leadership continuity in the absence of the Project Manager.

Duties and Responsibilities
Project Coordination & Operations
- Support day-to-day project operations to ensure tasks and deliverables are executed on schedule.
- Participate in requirements-gathering sessions, capturing detailed notes and action items.
- Consolidate, edit and finalize requirements documentation for quality and completeness.
- Maintain version controls and ensures documents align with COR guidance.
- Assist in preparing test plans, test cases and acceptance criteria based on finalized requirements.
- Develop and maintain the project deliverables schedule and track performance measures against project goals.
- Prepare regular status reports and maintain accurate project documentation.
- Schedule and coordinate project meetings, prepare and distribute meeting agendas and minutes, and monitor action items to ensure timely resolution.
- Lead onboarding activities for new team members, ensuring proper access, training, and orientation to project processes.
- Provide project leadership in the absence of the Project Manager, maintaining communication and progress on critical tasks.
- Assist the Project Manager in developing and implementing the Project Workplan.
- Collaborate with the Lactation Specialist to identify and vet lactation services for appropriate handoffs and referrals to local and national resources.
Quality Assurance & Technical Writing
Develop and maintain Standard Operating Procedures (SOPs) to ensure consistent practices across the helpline or program.Regularly review and update procedures to reflect changes in policy, technology, or client requirements.Assist in creating and refining response scripts for text and chat communications, ensuring accuracy, clarity, and compliance with organizational tone and standards.Monitor incoming and outgoing texts and chat interactions to ensure quality, consistency, and adherence to approved scripts and procedures.Review all written deliverables (e.g., reports, SOP updates, scripts) for accuracy, completeness, and compliance with the Quality Assurance Surveillance Plan (QASP).Track performance measures for written products against QASP standards, documenting results and reporting trends or areas for improvement.Collaborate with leadership and team members to implement quality improvement measures and prepare periodic reports summarizing performance metrics and recommended process improvements.Qualifications and Experience
Bachelor's degree in Public Health, Healthcare Administration, Communications, Project Management, Business Administration, or a related field.3-5 years of professional experience in project coordination, program administration, quality assurance, or content development, preferably in a healthcare, public health, or federal contracting environment.Strong note-taking and active listening skills to capture detailed discussions during meetings, requirements sessions and testing activities, and accurately translate them into high-quality documentation.Background in developing SOPs and monitoring quality metrics for written or digital communications.Experience with meeting coordination, agenda preparation, and documenting meeting minutes.Proven ability to develop and manage deliverable schedules and track performance measures.Understanding of telephony systems, messaging platforms, and web-based chat services.Strong understanding of quality assurance processes and familiarity with Quality Assurance Surveillance Plans (QASP).Excellent writing and editing skills and the ability to analyze performance data to identify areas for improvement.Strong organizational skills with attention to detail and ability to manage multiple priorities.Excellent written and verbal communication skills and ability to collaborate effectively with cross-functional teams.Background investigation required.Working Conditions and Requirements
