Manager of Public Affairs & Community Engagement

Job Summary :

The Manager of Public Affairs and Community Engagement serves as the strategic communications and public affairs lead for the Butler Metropolitan Housing Authority (BMHA). This position plays a pivotal role in reshaping the agency's public image, strengthening community and media relationships, supporting development initiatives, and ensuring consistent, transparent, and inclusive messaging across all platforms. The incumbent is responsible for developing and executing a comprehensive public relations, marketing, and engagement strategy that promotes BMHA's transformation from traditional public housing to an innovative, equity-driven housing organization. The position requires exceptional writing, storytelling, and relationship management skills, as well as the ability to communicate complex housing issues to diverse audiences.

Qualifications :

Bachelor's degree in Communications, Public Relations, Journalism, Marketing, Public Administration, or a related field; or an equivalent combination of education and experience. Five (5) or more years of progressively responsible experience in public relations, marketing, government affairs, or community engagement. Demonstrated success in managing communications strategies and fostering community partnerships. Strong interpersonal, writing, and presentation skills. Proficiency in Microsoft Office Suite, Adobe Creative Suite, and social media or web management tools.

Preferred Qualifications :

Master's degree in Public Administration, Strategic Communications, or a related discipline. Experience in housing, government, or nonprofit sectors. Familiarity with HUD programs, affordable housing policy, and community development practices. Experience managing media relations, brand strategy, and public engagement campaigns.

Licensure of Certification Requirements :

Must possess a valid driver's license and show evidence of personal vehicle insurance with adequate liability protection.

Essential Functions of the Position :

Strategic Communications & Public Relations

  • Develop and implement comprehensive external communications strategies that align with BMHA's rebranding goals and mission.
  • Craft compelling narratives that highlight BMHA's transition from traditional public housing to innovative, equity-driven housing models.
  • Lead public relations efforts, including media outreach, press releases, crisis communications, and reputation management.
  • Collaborate with external marketing consultants on branding, messaging, visual identity, and communication materials.
  • Coordinate media inquiries, prepare official statements, and serve as spokesperson when appropriate.
  • Monitor media coverage and public perception, providing regular updates to the Executive Director and Board.

Community & Stakeholder Engagement

  • Serve as BMHA's liaison to city and municipal partners, nonprofit organizations, government officials, developers, and community leaders across the county's municipalities.
  • Support initiatives such as the Build Back Better and other redevelopment programs through storytelling, events, and community outreach.
  • Plan and execute public events, town halls, and community meetings that strengthen resident and partner relationships.
  • Develop and manage outreach strategies to promote transparency and inclusion, with a focus on historically underserved communities.
  • Represent BMHA at local and regional events, meetings, and public forums.
  • Marketing & Content Creation

  • Oversee the design and production of brochures, newsletters, annual reports, social media, and other public-facing materials.
  • Support the modernization of BMHA's website and digital platforms to ensure clarity, accessibility, and alignment with the agency's updated brand identity.
  • Create engaging, high-quality content that reflects BMHA's values of inclusion, opportunity, and community empowerment.
  • Ensure brand consistency across all agency communications and external materials.
  • Partnership & Development Support

  • Collaborate with agency leadership to develop investor communications, pitch decks, and presentations to attract equity partners and funding support.
  • Provide communication strategies and messaging for housing development projects, grant initiatives, and milestone announcements.
  • Support cross-departmental efforts to publicize major accomplishments, new partnerships, and community impact outcomes.
  • Coordinate media and public engagement activities surrounding development announcements, ribbon cuttings, and community celebrations.
  • General Administration

  • Maintain a communications calendar and archive of media releases, publications, and multimedia materials.
  • Track and report performance metrics for communications and engagement efforts.
  • Develop and manage the department's annual budget and vendor contracts.
  • Perform other related duties as assigned.
  • Knowledge Of :

    Public and media relations principles; community and government relations; marketing and brand management; HUD housing programs; local governance and public policy; event planning and stakeholder engagement strategies; social media management; and best practices in inclusive communication.

    Working Conditions :

    Standard office environment with frequent travel within Butler County to attend meetings, events, and community activities. Occasional evening or weekend hours required for community engagement or public events. Ability to sit or stand for extended periods and use standard office equipment.
