Job Description

The New York City Department of Health and Mental Hygiene's Division of Environmental Health works to prevent and control illness and injury related to environmental and occupational health risks through outreach, education, surveillance, and enforcement. With staff of 1,000, the Division covers a broad range of subject matter, including oversight of environmental investigations, lead poisoning, injury prevention, occupational health, food safety, childcare, radiation control, recreational and drinking water quality, air quality, climate health, vector control, veterinary public health and pest control. The Bureau of Environmental Sciences and Engineering (ESE) is a team of over 100 professionals committed to reducing environmental and engineered hazards in NYC. We oversee radiological materials and equipment, as well as water systems in both natural and built environments.

The Office of Building Water Systems Oversight (BWSO) promotes water safety by overseeing mechanical and plumbing systems such as cooling towers, nonportable water reuse, drinking water storage, and potable water distribution in buildings. Our primary focus is the prevention, risk management, and control of waterborne illnesses, especially Legionnaires' disease, in partnership with the Bureau of Disease Control, Public Health Laboratory, and state, federal, and local agencies. BWSO is seeking a Policy and Training Coordinator to organize and lead training initiatives for a team of scientists and water ecologists to identify, evaluate, and mitigate public health risks in cooling towers. The position reports to the Technology and Training Lead and will work closely with the Technology and Training team scientists and the Field, Enforcement and Compliance Operations team. In addition, the Policy and Training Coordinator will ensure the unit's policy and procedure documents are up to date and assist with external outreach initiatives, including serving as a point of contact for regulatory questions and preparing presentations for the regulated community.

DUTIES WILL INCLUDE BUT NOT BE LIMITED TO :

  • Assist the Technology and Training Team Lead in coordinating technical team staff to ensure educational materials are completed within established timelines, regulatory policies, and BWSO standards.
  • Assist with conducting research on various engineering systems such as cooling towers, evaporative condensers, building drinking water tanks, and related new technology.
  • Develop and deliver training programs and materials based on identified program staff needs. Research new training programs and review those currently in-use.
  • Provide orientation for new and current staff and monitor compliance with required Agency and Bureau trainings and policies.
  • Research and review current and proposed Federal, State and Local rules and legislations and ensure Bureau policies, procedures and protocols are in alignment.
  • Draft and update internal policies and procedures, including Standard Operating Procedures (SOPs) and Program Policy Documents (PPDs).
  • Assist in managing and coordinating subcontractor work and field inspection tool improvements across ESE offices and BWSO units to meet Bureau objectives.
  • Design, implement, and maintain public education materials in alignment with BWSO standards. Ensure communications and instructions to the regulated community are clear, accessible, and technically accurate.
  • Assist in the preparation of scientific and administrative reports, including narrative summaries, charts, graphs, and presentations.
  • Serve as a point of contact for internal and external stakeholders, providing timely and professional responses to inquiries. Communicate effectively with the regulated community, other government agencies and industry representatives and provides effective "customer service" interactions with internal and external stakeholders.
  • Assist the Bureau with response to Legionella disease surveillance signals.

Preferred Skills :

  • Academic or professional background in education, engineering, chemistry, biological sciences, data sciences, environmental science, or environmental health
  • Experience in teaching / training varied audiences
  • Experience in project management, regulatory enforcement, environmental investigations, water treatment, or water quality monitoring
  • Possess strong interpersonal and customer service skills
  • Ability to prepare and present scientific and technical materials and correspondences to various audiences.
  • Knowledge of Microsoft Office applications (Word, Excel, PowerPoint)
  • Easily adaptable to a dynamic work environment

    Qualifications

  • For Assignment Level I (only physical, biological and environmental sciences and public health) A master's degree from an accredited college or university with a specialization in an appropriate field of physical, biological or environmental science or in public health.
  • To be appointed to Assignment Level II and above, candidates must have :

  • A doctorate degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and one year of full-time experience in a responsible supervisory, administrative or research capacity in the appropriate field of specialization; or
  • A master's degree from an accredited college or university with specialization in an appropriate field of physical, biological, environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or
  • Education and / or experience which is equivalent to "1" or "2" above. However, all candidates must have at least a master's degree in an appropriate field of specialization and at least two years of experience described in "2" above. Two years as a City Research Scientist Level I can be substituted for the experience required in "1" and "2" above.
